Bhopal : The cabinet at its meeting chaired by the Chief Minister Shri Shivraj Singh Chouhan today decided to increase the amount for treatment under Deendayal Antyodaya Upchar Yojana for BPL families from Rs. 20 thousand to Rs. 30 thousand. It may be mentioned here that so far, 28 lakh people have benefited under the scheme.
CONTRACT APPOINTMENTS
The cabinet endorsed a policy for contract appointment of retired officers and employees in all departments. As per the policy, a retired officer or employee can be given contract appointment only upto completion of 65 years of age. On completion of 65 years he would be ineligible for contract appointment.However, in the departments where UGC/MIC norms are applicable, contract appointment for maximum five years can be given after 65 years. In departments where superannuation age is 65 years and UGC/MIC norms are not applicable maximum two years contract appointment can be given.
During the contract appointment the concerning officer or employee would not be eligible for allotment of government accommodation or possessing it and the house rent would be payable as per eligibility. At the time of contract appointment if a government house is allotted to him or is under his possession in that case he would be allow to join on the post of contract appointment only after furnishing the house vacation certificate.
LAND FOR S.E.Z. AT CHHINDWARA
The cabinet decided to allot remaining land (area 242.019 hectare(-50 acre) remaining 548.04 acre land) for Special Economic Zone (S.E.Z.) at Chhindwara by charging the premium on the basis of guidelines of 2010-11 or the market rate whichever is higher. A 7.5 percent annual lease rent would be charged at industrial rate on this. As per the provisions of the land acquisition rules of the state’s industrial policy the lease holders would be permitted to transfer the land in favour of bank/financial institution for obtaining loan without condition of limit of premium.
VIOROLOGY AT G.M.C.
The cabinet sanctioned a Rs. 21.41 crore project for establishment of a Virology Lab at Gandhi Medical College, Bhopal. This lab would be of safety level 2. This would facilitate blood sample examination for viral diseases like blood flu. Dengue, Chikangunia, Swine Flu etc in the state itself. A sum of Rs. 11 crore would be spent on construction of the lab and Rs. 3.50 crore on installation of equipments. As many as 34 posts of lab technicians, lab assistant and other staff were sanctioned for the lab.
OTHER DECISIONS
The cabinet decided to exempt from stamp duty the documents transferred in favour of M/s Abhishek Global Benchers Ltd and again the documents related to merger of M/s Abhishek Global Benchers Ltd in Trident Corporation Ltd. This group has made vast capital investment in textile sector in Madhya Pradesh and in future also capital investment is proposed by it. This would create large scale job opportunities for skilled and unskilled workers. The present investment has already provided jobs to about 5,500 people. The decision taking into consideration this fact.
The cabinet decided to permit transfer of land of Shriram Mandir vested in Scheme No. 151 and 169B of Indore Development Authority (IDA) to the Authority.
Indore Development Authority is taking action for handing over 100 acre land situated in Super Corridor at Indore to Software Company Tata Consultancy Service (TCS). There exists a 1.776 hectare land of Shriram Mandir, village Tigaria Badshah within the 100 acre land. This land is recorded in the name of Shriram Mandir (manager Collector) in the revenue records. The Collector, Indore has proposed that permission be given for providing the land of the temple to IDA. The Law Department has opined that as the land is entered in the revenue records in the name of Shri Rammandir (manager Collector), so the Collector, in the capacity of the manager can use or further transfer the land only for benefit of the temple’s property or for some valid requirement.
The cabinet decided to advise the Collector, Indore to go by the opinion of the Law Department. In order to safeguard the interest of the temple the cabinet also decided that the Collector, Indore would ensure that in any case the cost of the land to be received in lieu of the temple land is no less than the prevailing rates and the land should be entered in revenue records in the name of Shriram Mandir (manager Collector).
The cabinet endorsed the decision taken by Energy Department for purchasing 40 percent power from the thermal power project of 2×660 MW capacity being set up by M/s Adani Power Ltd in Chhindwara district at the rates prescribed by the regulatory commission. It was also decided to execute separate agreements for purchase 10 percent power at variable rates and 40 percent at the rate prescribed by the regulatory commission. The Energy Department was authorized to make amendments in the power purchase agreements to be signed in this regard.
The cabinet decided to end the joint cadre created of Gram Sahayaks and Assistant Development Extension Officers in the name of Panchayat Coordination Officer. Under Gram Sahayak cadre two thousand posts of graduate Gram Sahayak would be exempt from dying cadre and the non-graduate posts of Gram Sahayak would be placed under dying cadre and would be placed under Commissioner,Panchayat Raj Directorate in the name of Panchayat Coordination Officer.
Under the cadre of Assistant Development Extension Officer, 1842 posts of graduate Assistant Development Extension Officer would be exempt from dying cadre and the remaining posts of graduate Assistant Development Extension Officer would be placed under dying cadre and would be placed under Development Commissioner like previously in the name of Assistant Development Extension Officer.
The cabinet sanctioned implementation of Indira Gandhi Matrutva Sahayog Yojana in Sagar and Chhindwara districts. For this 2 posts at state level and 4 posts at district level were sanctioned. Permission was also granted for opening bank accounts at state, district and project levels for conduct of the scheme. Permission for proposed expenditure of Rs. 3739.68 lakh was also granted for financial year 2011-12. The scheme has been implemented for partial compensation of loss of wages before and after the birth of children to expectant and nursing mothers.
