Lucknow : After the refusal by the Gomti Nagar police to get an FIR registered against Uma Shankar, Director, Rural Engineering Department (RED) for getting his service records vanished and getting his age reduced by six years by changing his Date of Birth (DOB) from 25 October 1951 to 25 October 1957 Social activist Nutan Thakur today sent an application to SSP, Lucknow under section 154(3) CrPC. In case there is no response, Nutan shall move to the Court.
Uma Shankar gave an application for changing his Date of Birth on 18 March 2008 after 58 years of service. The Government accepted his request, changing his DOB by 6 years on 16 June 2009. These facts came out in the enquiry done by Hari Shankar Pandey, Special Secretary, RED. Through his nine page report sent to Sanjeev Dube, Principal Secretary, RED, Pandey said that Uma Shankar colluded with Shahjade Lal, Joint Secretary, Harendra Veer Singh, Special Secretary and others in this criminal offence for his illegal gain of getting six years additional government service.
It was found in the enquiry that at least twice, on 14 December 2001 and 04 January 1995, the final seniority list of RED engineers was prepared and objections were sought. Uma Shankar did not present any objections on both occasions. In a Government Order dated 28 May 1974, it has been clarified that no application for change of DOB shall be accepted at any cost. Yet in this case, application was accepted and later entertained.
On the basis of these facts, Nutan had presented the FIR regarding improper change in DOB related documents, vanishing of the service records and government files, making of false documents, and getting unlawful gain of six years government service. The application was received by the police but FIR has not been registered so far.
