Sarabjit Ludhianvi, Ludhiana, August 20, 2009: Ludhiana MP and the national spokesperson of the Congress, Manish Tewari today revealed that the Ludhiana Municipal Corporation had lied to him in writing while replying to certain queries about various projects. Calling their bluff, Tewari said, the issue was not the refusal to approve the development projects by the centre, but incompetence on part of the corporation to submit foolproof and proper project reports.
Tewari had sought the details and status of various developmental projects including those for which project reports had been submitted and which are of prime importance to the development of the city. These projects include eight laning of 7.8 km Ferozepur Road in Ludhiana from Jagaraon Bridge to Municipal Limits, construction of four lane railway overbridge with a two lane leg towards bus stand on railway crossing at Pakhowal Road, Dana Mandi and Shastri Nagar.
After getting elected Tewari had written to the Ministry of Urban Development seeking details and status of various developmental projects in the Ludhiana district and the city. He had also sought information from the Ludhiana Municipal Corporation.
While the union Urban Development ministry made it clear that these projects had been returned to the Ludhiana Municipal Corporation with certain comments and clarifications. The experts in the ministry had noted certain shortcomings in the detailed project reports. It had asked the corporation to submit fresh project reports. Tewari made it clear, the projects had neither been rejected nor were these pending with the central government, but the Ludhiana Municipal Corporation was sleeping over these as it was not able to submit proper projects reports for approval according to the requirements of the ministry.
Tewari said, instead of giving exact status of the projects the Ludhiana Municipal Corporation Commissioner wrote back to him saying these projects had been submitted to the railways for cost sharing purpose while the exact matter was something different. “Either the commissioner was lying knowingly or he was ignorant”, Tewari observed.
He said, the detailed project reports had been outsourced from an outside agency by the Ludhiana Municipal Corporation at a very good price. He demanded that the matter must be probed as who hired the agency and how much money was paid to it and that too for a sketchy and tardy reports which were found to be incomplete and were returned to the corporation by the ministry.
He sought to make it clear that the central government had not rejected any of the proposals submitted for approval. It had only sought detailed clarification which the municipal corporation has not been able to do so far. “It is the matter of inefficiency and incompetence of the corporation which they are trying to conceal”, he pointed out, while adding, the MC should admit to its shortcomings and submit fresh proposals.
IN fact the matter is quite hold and has been pending with the corporation since much before the parliamentary elections, Tewari said.
