Chandigarh: 22nd April, 2011: Shri Shanta Kumar, National Vice-President of BJP and Member Parliament (RS) expressed surprise on the statement of Prime Minister Shri Manmohan Singh that Govt will introduce Lokpal Bill in the Monsoon Session. He said that during last 42 years Lokpal Bill was introduced 8 times in the Parliament but the process for passing this important Bill always deferred with one pretext or the other. Prime Minister should announce not only introduction but final passing of this Act. BJP will support fully in the Parliament.Shri Shanta Kumar said that the suspicision of some persons that Lokpal Bill would not be able to eradicate corruption is in correct. After Second World War Hongkong was progressing economically and with this corruption also increased. After some time Hongkong became one of the most corrupt country in the world. In 1974 visionary and honest leaders of Hongkong passed an Independent Commission against Corruption. It was free from all civil control. Now the Hongkong has become one of the cleanest countries of the world.
Shri Shanta Kumar expressed doubt for passing of this kind of Lokpal Bill in India. He apprehends that vested interest shall create hurdles. After a strong and independent Bill is passed most of the leaders shall behind the bars.
He further said that Shri Anna Hazare has done a very commendable work but now the responsibility of completing his mission is on the opposition parties and Members Parliament. All opposition parties should unite to pass this Bill just like formation of Joint Parliamentary Committee on 2_G Spectrum case.
Shri Shanta Kumar said that the announcement of the Prime Minister that Govt will ratify U.N. Convention against Corruption is also astonishing. This important treaty was passed by UNO in 2003. India was hesitant to sign the treaty. Only after two years India signed the treaty on 12th December, 2005. Six years have passed but Govt has not ratified the treaty. Without ratification India cannot proceed and demand this money deposited in foreign banks. He said that after taking part in the UN General Assembly on this issue he wrote a letter to the Prime Minister. He has also written 4 letters to the Prime Minister but received no reply till today. During budget Session it was announced in the Presidential address that the Government has decided to ratify UN Treaty. While speaking in Rajya Sabha he asked Government that it took six years to announce when India will sign this treaty. How much time India will take to sign this important treaty. India needs no announcement but it needs ratification of this Treaty.

IS EQUALLY; PROBABLY IN CONNIVANCE WITH A.I.C.C.; TRYING TO BURDEN THE ALREADY DEFICIT EXCHEQUER OF THE NATION, BY APPOINTING LOKPAL/S AS AN EXTRA WHITE ELEPHANTINE EXPENDITURE, INSTEAD OF SUGGESTING TO ABOLISH THE DISCRETIONARY POWERS OF GOVERNMENTAL & EVEN OF GOVERNMENTAL FUNCTIONARIES, BY MAKING A STERN, STRINGENT, SIMPLE & STRAIGHT LAW THAT RIGHT IS RIGHT, WRONG IS WRONG-(LAW WISE), OUGHT TO BE WORKINGS & WHOSOEVER DOES OTHERWISE SHOULD BE DISMISSED FROM JOB FORTHWITH, BECAUSE THE DISCRETIONARY POWER IS THE ROOT CAUSE OF CORRUPTION INDEED.
BE AWARE THAT DO WHATEVER, YOU PEOPLE ON THE HELMS OF AFFAIRS IN THIS COUNTRY, & APPOINT AS MANY FUNCTIONARIES & STAFF AS YOU FEEL LIKE, TO CHECK CORRUPTION BUT THE RESULT SHALL BE A BIG NAUGHT, UNLESS & UNTIL THE ABOVE SAID STRAIGHT & SIMPLE LAW IS ENACTED, TO PUT AN END TO THIS CHRONIC CORRUPTION IN THIS COUNTRY
