Kohima 1 Aug : The State Election Commission has directed that in normal circumstances the total number of electors in a part/polling station shall not exceed 65% to 70% of the total population as shown in last census (2001).
In a notification dated 31st July 2008, State Election Commissioner H.K. Khulu stated that EROs in the state should strictly comply with the Commission’s directives during the period of revision of E/rolls and before final publication of E/rolls.
During the period of Summary Revision, the Registration Officer, while accepting claims for inclusion of names shall ensure that the average rate of annual increase in the number of elector in a part under normal circumstances shall not exceed more than 2% to 3% of the total voters in the existing E/roll (2004), but if under any circumstances the average rate of increase exceed more than 2% to 3% the ERO shall record in writing the reason for such increase in the E/roll of that part/polling station, the SEO directed.
For the deletion of name of dead person(s) or a person who no longer resides in the locality or no more eligible to be registered as a voter, the ERO can exercise its power as laid down under section 35 of Nagaland Municipal Act 2001. If the ERO, on an application made to him or on his own motion, is satisfied after such inquiry as he thinks fit, that any entry in the E/roll for any ward is erroneous or defective in any particular, or should be transposed to another place in the roll on the ground that the person concerned has changed his place of ordinary residence within such ward; or should be deleted on the ground that the person concerned is dead or has ceased to be ordinarily resident within such ward or is otherwise not entitled to be registered in that ward the ERO shall, subject to such general or special directions, if any as may be given by the Election Commission in this behalf, amend, transpose or delete the entry. The ERO shall give the person concerned a reasonable opportunity of being heard in respect of the action proposed to be taken in relation to him.
Wherever the ERO feels that people are not forthcoming with submitting names of dead or otherwise no more eligible for registration in the E/roll, the RO concerned shall take advantage of the above section of law for making correct and accurate E/roll.
