Kohima, 6 August : The terms and conditions framed by the Nagaland government for regularization of Contract/Ad-hoc appointments dated 23rd August 2007 have been partially modified.
An office memorandum issued by Chief Secretary, Lalhuma said, employees who have completed more than 3 (three) years of continuous service on Contract/Ad-hoc will be eligible for regularization ‘against the sanctioned post’ and ‘the employee should fulfill all the eligibility criteria for the post including the requisite educational qualification’. However ‘this Office Memorandum (OM) shall not apply to posts where there are court cases’ and ‘where the posts have already been requisitioned for filling up through the Nagaland Public Service Commission (NPSC)’.
The suitability test should be conducted by the concerned departments under the chairmanship of the Head of the Administrative Department with representative from the P&AR Department and ATI. Qualifying marks should be laid down in advance and only those who qualify such a screening test should be considered for regularization.
The concerned departments will then submit specific cases to the government for approach after obtaining the recommendations of the 5 members Screening Committee headed by Chief Secretary. The departments will furnish to the member secretary of the Screening Committee details of all employees proposed for regularization with relevant documents like creation of post order, original appointment order, certificates of educational qualification, date of birth, ACRs and results of screening test.
The Chief Secretary has asked all departments having Contract/Ad-hoc employees to submit their names to the concerned Head of Administrative department.
