Nagaland : Minister for Social Security and Welfare, Kiyanilie Peseyie inaugurated Observation Home, run by State Child Protection Society (SCPS) on 4th July 2014 at Peren town.
He said that the State Government has established an Observation Home at Peren in the first phase under the Integrated Child Development Scheme (ICDS) programme of the Department of Social Welfare. There are eight Observation Homes in Nagaland out of which six are run by Government including the Peren Observation Home and two homes are run by NGOs. The Integrated Child Protection Scheme was introduced in Nagaland during the year 2009 with an objective to safeguard the rights of the children in vulnerable conditions.
There are two categories; one is children in need of care and protection and the other is children in conflict with law. The State Government is empowered to establish and maintain Observation Homes either by itself or under an agreement with voluntary organization under the Juvenile Justice Act 2000 in every District. Most children in Nagaland are in conflict with law by committing petty crimes like thief, begging or alcohol, offence like murder, rape or even forced into crime by adults and these children cannot be tried under law like adults and for which they are kept in these Observation Homes.
He requested the people of Peren District to cooperate and support the Government so that the aim and objective of this Observation Home in particular and ICPS Scheme in general can be fully achieved. Bei-u Angami, Chairman SCPS and Secretary Social Welfare Department, exhorted the staff of Observation Home and said that Social Welfare
Department is vital and much needed Department in the district and stated that the failure or achievement is directly linked to the will of people.
The programmes was chaired by Probation Officer, OH Peren, Pouhimlung David, invocation by Pastor PTBC, Haiku Nza while welcome address by Superintendent OH Peren, Nzwakheing Iheilung. Short speeches were also given by DC Peren, Peter Lichamo; Director SCPS, Khehoto Sema; Additional SP Peren, R.V. Ezung and President NPF Peren Division,Manual. Special number was presented by Namzieteing Naz and friends and vote of thanks by Lhaineilhing Singson Counselor OH Peren.
