Kohima ,24 June:Minister for PHED, Dr. Ngangshi K. Ao today stressed on setting targets to achieve new frontiers of development. Exhorting PHED officials at the inaugural programme of PHED Capacity Building Training at Zonal Council Hall, Kohima this morning, Dr. Ngangshi said that for an organization to be really effective, there should be decision making at every level together with good system of governance and competence.
Appreciating the Department for organizing the training programme, Dr. Ngangshi said that Capacity Building means enhancing the confidence and efficiency of an individual by optimizing his potential. He stated that Capacity Building is important in every sphere of human activity and such training programmes should not be taken as a routine exercise. He urged the officers to explore areas where there is deficiency and adopt remedial measures. The Minister further encouraged the officers to be active and more creative to explore new horizons. He further stressed on improvements in the revenue section of the Department by putting in more efforts.
Secretary, PHED, Zhaleo Rio, IAS in his speech said that the Department has been conducting training at all levels and hoped that it will benefit the Department officials as well as the rural people. He encouraged the officials to take advantage of the Capacity Building training and go back wiser with more dedication in discharging their duties.
Zhaleo Rio said that the Department has been doing a commendable job. He however, lamented on the mindset of the people stating that Nagas have become self-centered and the state faces shortage of drinking water despite abundant rains. Citing examples of landowners’ problems etc, Zhaleo Rio said that the officers should not be misled by influential people but go along with feasibility of the projects. He stated further that junior officers should give regular feedbacks on their projects while the senior members should execute timely supervision of works.
Chief Engineer, PHED, Er. K. Khetovi Sumi gave a presentation on PHED Capacity Building Training and Presentation on Engineering. He dwelt on basic civil engineering knowledge and awareness and also gave an introduction on the various topics to be taken up during the training programme. The Chief Engineer stated that the main duty of the Department is to take up preventive measures in promoting of public health through engineering means, to provide safe drinking water supply and safe disposal of liquid and solid wastes. The programme was chaired by Executive Director, CCDU, Er. Kevisekho Kruse. Addl Chief Engineer, PHED, Er. Mhondamo Ovung tendered vote of thanks.
