A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today endorsed state’s new wind energy project policy-2012. Following implementation of this policy, the pace of establishment of technically feasible 1200 MW wind energy projects will be accelerated. Provisions for allotment and development of projects have been simplified in the new policy. Developers will be able to invest about Rs. 7200 crore under the policy. The policy specially encourages medium-level wind energy projects.
So far, power generation projects of non-conventional sources of energy used to be set up under Energy Policy-2006, which expired in October 2011.
The projects will be sanctioned for 25 years. No applicant will be able to apply for more than 100 MW at government land for a single advertisement. This condition will not apply to the projects to be established on private lands, but will remain confined only to establishment of the project within the time-limit mentioned in the encouragement clause incorporated in the policy. A developer will have to execute wind energy power development MoU within 60 day of receiving the allotment letter. He will have to make the financial conclusion within 18 months from the date of implementation and start commercial production from the plant in 36 months.
A provision for deposit of executing guarantee has also been made for time-bound establishment of projects. Incentives will be given to developers under the policy. As per the incentives, projects will be given industry status, in case of sale of power on contractual demand, third party will be given the benefit of proportionate deduction, 10-year exemption will be given in the payment of power cess and exemptions in VAT/Entry Tax will be given to wind energy plan as per rules.
30 acre more land for Infosys
The cabinet gave in-principle consent to Information Technology Department 30 acre more land to Infosys in Super Corridor in Indore. The State Government will compensate the loss to Indore Development Authority due to allotment of the land. The State Government will assess the quantum of loss. This land will be made available to Infosys at the rate of Rs. 20 lakh per acre. The company will have to provide jobs to 100 engineers per acre. It will also provide at least 50 per cent jobs to local people.
300-bed hospital building at Chhatarpur
In connection with construction of a 300-bed building at Chhatarpur district hospital in the context of Chief Minister Shri Shivraj Singh Chouhan’s announcement, the cabinet accorded permission to five MLAs to sanction Rs. 25 lakh each in an area outside their respective constituencies. MLAs from Maharajpur, Chandla, Rajnagar, Bijawar and Malehra can sanction these amounts for the hospital building to be constructed at a total cost of Rs. 487 crore 14 lakh. Chief Minister Shri Chouhan had announced construction of this building during his Chhatarpur visit.
Two new colleges
The cabinet sanctioned establishment of one college each at Chitrangi and Sarai in Singrauli district. Chief Minister Shri Shivraj Singh Chouhan had made an announcement for colleges at the two places.
The cabinet gave sanction for starting new faculties/subjects/post-graduate classes in existing colleges at Bhainsdehi, Tendukhera, Jabera, Budhni and Burhanpur and creation of principal’s post in Government Law College, Indore.
Sanction has been accorded for creation/filling of total 98 posts in these colleges. These include three posts of principal, 53 of assistant professor, 2 of accountant, 2 of assistant grade-3, 19 of technician and 11 posts of lab assistants. Besides, posts of 2 peons, 2 sweepers and 2 watchmen (collector rate) have also been sanctioned.
I.T.Is and skill development centres
Sanctioned was accorded to establishment of an I.T.I. at Paldongri in Lanji tahsil of Balaghat district and one skill development centre each at Kedatola in Birsa development block and Kumangaon in Paraswara development block. The cabinet sanctioned creation of 18 posts for running the I.T.I. and 16 posts for skill development centres. The I.T.I. will be started from next July while skill development centres will start operating soon. About 200 youths will be imparted training in five trades in the I.T.Is. Similarly, 100 youths will be trained in five trades at skill development centres.
Amendment as per Right to Education Act
Public Education Act was implemented in Madhya Pradesh in year 2002 under which there was a provision of compulsory education to children of 5 to 14 years of age. Under the Right to Education Act 2009, there is a provision of compulsory education to children of 6 to 14 years of age. Therefore, the cabinet decided to decided to amend the age to 6 years to 14 years as per the Central Act.
Similarly, a decision was taken to constitute School Management Committee in place of Parent Teacher Associations (PTAs). It was also decided to abrogate the provision for charging money from children for school development only by PTAs. The proposed amendments will become effective after they are passed by Vidhan Sabha.
Other decisions
The cabinet decided to fix lease rent at the rate of one percent of the premium of 230.36 hectare land allotted by the government to Sanghi Infrastructure MP Limited, tahsil Raghogarh, district Katni for establishing a cement plant, captive power plant and steel plant.
The cabinet decided to permit government guarantee by Madhya Pradesh government so that Madhya Pradesh State Marketing Federation (MARKFED) can obtain loan worth Rs. 13 crore 64 lakh for the year 2012-13 for temporary cap storage and other expenses to be incurred on the arrangement. Exemption from security fees to be accrued on the this security will be given as per the provisions of Madhya Pradesh Pratyabhooti Niyam 2000.
