The works of National Population Register (NPR) will be undertaken jointly in Madhya Pradesh by linking it with Aadhar (Unique Identity scheme) of Unique Identity Authority of India and state government’s Food Coupon scheme’s biometric enrollment. Madhya Pradesh is the first state in the country to have taken this decision. Earlier, MNREGA, Sarv Shiksha Abhiyan and several other schemes were linked with UID.It may be mentioned that apart from data collected earlier for National Population Register by the Registrar General of India and Census Commissioner, some more information has to be collected. Keeping all aspects of the task, the State Government has decided to undertake all the works related to biometric enrollment in the National Population Register by considering the biometric enrollment for Food Coupon and UID as the basis.
This decision was taken at a recent meeting of the high-powered steering committee, which was chaired by Chief Secretary Avani Vaish. According to the decision, the work of digitisation of Household Schedules filled for National Population Register in the year 2010 will be done by Madhya Pradesh State Electronics Development Corporation. For holding field-level camps, information will be provided to the district collectors in electronic format through Food Coupon Application Software. The districts will get the same printed and distribute it as per the process laid down by Directorate of Census. The Madhya Pradesh Electronics Development Corporation will undertake the enrollment process and printing of last list.
A steering committee will be constituted for monitoring work, which will be coordinated by the Principal Secretary, Planning, Economics and Statistics Department. The Census Commissioner of India will make funds available to the State Government for this additional work.
A new form will be evolved for other necessary information for UID and the State Government apart from National Population Register. The enumerators appointed for this purpose will collect information by visiting door-to-door. During the same period, the checklist of information collected about Food Coupon will be verified by a representative of the State Government. Thus, mapping of information for the National Population Register and the State Government will be undertaken.
