Bhopal:Tuesday, September 30, 2008:The Chief Minister, Shri Shivraj Singh Chouhan said that Madhya Pradesh has embarked on a peaceful revolution for bringing prosperity in the life of every citizen. This revolution is providing a social security cover to the people in the state. The Chief Minister was addressing a convention of personnel of cooperative institutions and cooperative banks and people’s representatives associated with the cooperative movement in the state at his official residence here today.
The Chief Minister Shri Chouhan further observed that cooperative sector is one of the important and potential components in making Madhya Pradesh a pioneer state of the country. He called upon the personnel of the cooperative institutions to make their sincere participation in the effective implementation of the Mukhyamantri Annapoorna Yojana. Shri Chouhan said that government stands for development and bringing progress and prosperity in the life of common people. He said that the state government has reduced the interest rate on loan to farmers to five percent. This would be further reduced to three percent, he declared.
CM’s Announcements At the Convention
On this occasion, Shri Chouhan made a number of announcements for the benefit of staff of cooperative institutions of all the levels. The announcements are as under :

Cooperative fair price shops to be made multipurpose.
*
The retirement age of personnel of cooperative institutions of all the levels to be increased from 58 years to 60 years.
*
Committee to be constituted for laying down uniform service conditions for staff of cooperative institutions. Committee would submit its report within the specified time limit. It shall include representatives of cooperative institutions and NABARD as well
*
Process of regularisation of services of cooperative institutions employees working on contract, work charge and daily wages would be adopted on the lines of procedure of regularisation of daily paid employees of the government.

The Board of Directors of apex institutions and central cooperative banks shall no longer be required to obtain requisite permission for granting service extension to their employees.
*
Fifty percent dearness allowance of cooperative bank staff to be clubbed with their basic pay. Fifteen percent interim relief would also be provided against the dearness allowance.

Benefit of Fifth Pay Scale would be extended to the employees of all the such cooperative banks which are outside the purview of the provisions of the Section 11. However, such cooperative banks which are in a position to give the benefit of Sixth Pay Scale to its employees, can do so.

An assistant of the cooperative institutions would get a minimum pay of Rs. 2500 per month, seller Rs. 2000 per month and watchman would be paid a minimum pay of Rs. 1500 per month. The loss occurring due to payment of minimum pay would be compensated by the state government. form its budget.

Cooperative institutions will have the right to make recruitment against the vacant posts.
The Chief Minister also announced that other demands and suggestions concerning the low paid cooperative staff would be considered seriously.
In his address, the Minister for Cooperation, Shri Gopal Bhargava said that the cooperative banks and societies too have received a new energy with the acceleration of the pace of cooperative movement in the state. The cooperative movement has been made public oriented eliminating the presence of vested interests. Commending the services of officers and employees of cooperative societies, Shri Bhargava said that the Public Distribution System has been strengthened owing to the dedication of sincere employees.
The President of the State Unit of the Bhartiya Janata Party, Shri Narendra Singh Tomar said that the cooperative movement has been given a new direction to the state. He said that the present government is taking care of every section of the society.
President of the Cooperative Cell of the Bhartiya Janata Party and former MLA Shri Bhanwar Singh Shekhawat said that under the leadership of the Chief Minister, Shri Chouhan, the cooperative movement in the state has been given a new lease of life. Cooperative banks running in loss are now earning profit, he added.
On this occasion, Chairman, Rajya Laghu Vanopaj Sangh, Shri Vishwas Sarang; Member of Parliament, Shri Gourishanker Bisen; Chairman, Marketing Federation, Shri Ramakant Bhargava; Chairman, State Cooperative Housing Federation, Shri Sushil Waswani; Chairman, State Backward Classes Commission, Shri Babulal Bhanpur; senior cooperative leader Shri Kishan Singh, office-bearers of district cooperative banks and societies and a large number of employees of cooperative institutions were present.
