Bhopal June 13 : The Chief Minister, Shri Shivraj Singh Chouhan has said that it is major responsibility to provide cheap, easy and speedy justice to people. He said the state cannot be made prosperous and developed that without good governance and better law and order situation.
Chief Minister Shri Shivraj Singh Chouhan was inaugurating a symposium on ‘criminal justice administration’ at the Samanvay Bhawan here today. The one-day symposium organised by state Attorney General’s office was attended by advocates and public prosecutors. Minister of State for Law Shri Rajendra Prasad Shukla was specially present apart from Chief Information Commissioner Shri PP Tiwari, Principal Secretary Law Shri NK Gupta and Jabalpur Mayor Smt. Sushila Singh.
Chief Minister Shri Chouhan said that good governance and better law and order has been included in seven priorities of the state government. He said that these two goals cannot be achieved without providing timely justice to people and ending their exploitation and injustice. Shri Chouhan said that all the necessities of judiciary will be met with a view to providing cheap, easy and speedy justice to people. Shri Chouhan said that the state government will take serious note of the recommendations made at the symposium.
Shri Chouhan informed that 54 posts of public prosecutors are being sanctioned for as many courts of additional district judges. Shri Chouhan exhorted public prosecutors to carry out their duties with dedication, expertise and devotion. He said that public prosecutors can play an important role in administration of justice.
While delivering keynote address, Justice Shri Deepak Mishra described good governance as the essence of the administration adding that good governance can be ensured by providing timely justice to people. He said that the public prosecutor is the representative of truth in criminal justice administration. He said that legal problems pose a big challenge before the government and their timely redressal is vital for it.
Presiding over the symposium, former Supreme Court Justice Honourable Shri PP Nawalekar said that the hearing made on public interest litigations and rulings given thereon by the Indian judiciary have drawn encomiums from the world over. Shri Navlekar exhorted the public prosecutors to use ‘plea bargain’ provision for criminal justice administration. He said that by minutely studying this amendment in criminal justice administration, public prosecutors can ensure cheap, easy and speedy justice.
Earlier, state’s attorney general Shri Ravinandan Singh threw light on the subject matter. He said that expertise and remaining updated are major assets for public prosecutors in administration of justice and this symposium is third in a row to bring about expertise among public prosecutors and update their knowledge. Shri Singh said that the state government has done commendable work for strengthening judiciary during the last five years. He said that out of 827 posts of civil judges in Madhya Pradesh, 361 posts have been created during the last five years. In the same period 361 posts of public prosecutors have also been created. Shri Singh underlined the need to maintain the dignity of government advocates’ posts.
At the outset, Chief Minister Shri Chouhan and other guests garlanded a portrait of Devi Saraswati and lit a lamp to inaugurate the symposium. Shri Sudesh Verma and other advocates pinned badges to the guests. Chief Minister Shri Chouhan and other guests were welcomed by attorney general Shri Ravinandan Singh, additional attorney general Shri RS Patel and Shri Kutumble, deputy attorney general Shri Modhe, government advocate Smt. Sushil Paliwal and president of government advocates’ union Shri Gaur. The symposium was conducted by additional attorney general Shri Trilochan Singh Rooprah who also proposed a vote of thanks. The symposium was attended by government advocates from all over the state, assistant government adovates, district prosecution officers, public prosecutors, assistant public prosecutors and officers of Department of Law and office of the attorney general.
