7 Aug : Annual Plan size for Madhya Pradesh for the year 2009-10 was approved today at a meeting between the Deputy Chairman, Planning Commission, Shri Montek Singh Ahluwalia and Chief Minister of Madhya Pradesh Shri Shivraj Singh Chouhan. The Plan outlay was agreed at Rs.16174.17 crores which include onetime additional Central assistance of Rs.60 crores for projects of special interest to the State.
Mr. Ahluwalia said that the Planning Commission was in the process of finalizing mid-term appraisal of the Eleventh Plan which would be ready by the end of November this year. He invited views of the State Governments on the flagship programmes which are a major source of social sector programmes. He said State should come forward with any flexibility needed in these programmes to improve implementation. On Central sector schemes he said modifications could be considered within the resource constraint which plan was facing because of economic developments.
Complimenting the State for the new initiatives aimed at improving performance in human development, attention was drawn to problems in health sector and need for better social infrastructure. Initiatives in skill development and welfare schemes for building and construction workers were appreciated. The State Government was asked to focus on tourism and water conservation. Attention was also drawn to high mal-nutrition among children and need for better social auditing.
Briefing the Commission on Plan performance and initiatives aimed at making growth more inclusive, the Chief Minister said that the State government was concerned about the slow growth in per capita income and pointed out that social sector was getting focused attention along with concerted efforts going through fiscal health.
He wanted special status to Madhya Pradesh to minimize developmental imbalances. This should include special package to tribal areas for industrial development and package for Bundelkhand Region. He said Narmada River should be included in national river conservation scheme and Centre should provide additional resources for maintenance of forests and wildlife. Additional resources for implementation of Sixth Pay Commission were also requested.
