The State Cabinet at its meeting chaired by Chief Minister Shri Shivraj Singh Chouhan today took a number of major decisions such as sanctioning 16 percent dearness allowance to teachers/ Panchayat secretaries cadre, setting up of family courts at Rajgarh and Hoshangabad and rationalizing the rate schedule of works departments. Further, Cabinet also decided to allot government fair-price-shop to the joint forest management committees.With the sanctioning of 16 percent dearness allowance to the teachers/Panchayat secretaries cadre, now their dearness allowance will increase to 132 percent. The increase DA will entail an additional financial burden of ` 92 crore 16 lakh on Government exchequer.
Fair Price Shops To Be Allotted To Joint Forest Management Committees
In yet another important decision, now Government fair price shop would be allotted to the joint management committees. It may be mentioned that at present there exist 15 thousand 228 joint forest management committees constituted by the persons living in the forest area and its periphery of five km. The villages with thin population and habitations are located in the forest area. Following the allotment of lease, Government fair-price-shop to the committees, the persons living in the forest area and the villagers dwelling in near by areas will have an easy access to the commodities provided under the public distribution system through these shops.
Rationalization Of Rate Schedule Of Works Departments
The Cabinet decided to rationalize the rate schedule of works departments excluding the district rural rate schedule. The rate schedule will be finalised in two separate parts.
The first part will include such heads, which are used in all the construction departments. The second part will incorporate the heads departmentwise as per special activity of the department. Moreover, the part one will include the uniform rates for the works heads of similar nature included in the activities of construction works departments. For fixation of such works heads and rates, a committee will be constituted. The committee shall include Principal Secretaries of Water Resources, Public Works, Rural Development, Public Health Engineering and representatives nominated by the Principal Secretary Finance Department. The Engineer-in-chief will be the member Secretary and the senior most member will head the committee.
A committee will be constituted headed by the Departmental Principal Secretary for works heads included in part II.
As a result of this decision, there will not be separate rates for specific head and one S.O.R. will be prepared.
Family Courts
Moreover, the Cabinet also decided to set up family courts at Rajgarh (Biora) and Hoshangabad. For this, 46 posts including two posts each of judges, courts deputy superintendents were sanctioned. Recurring expenditure of ` 61 lakh 68 thousand and non-recurring expenditure of ` 50 lakh would be made on the establishment of these two courts.
Other Decisions
Giving one chance to the employees of ministerial service, the Cabinet decided to grant an exemption of five years in the upper age limit fixed for all the categories for appearing in the examination to be organised for the post of deputy registrar in the commercial taxes department. A total of 13 such posts are to be filled up through the proposed examination.
The Cabinet also decided to fix the pay of the chairperson of Madhya Pradesh Child Rights Protection Commission Sushri Sheela Khanna by deducting the amount of gross pension from the gross pay received by her at the time of her supperannuation. Besides, she will also be entitled for other facilities as per the rules apart from the pay.
