Chandigarh, April 11- Senior Congress Leader and MLA Nalwa constituency of Haryana, Mr Sampat Singh today strongly contradicted the allegation of INLD and other opposition leaders that the Congress Government was reeling heavily under the impact of debt.
Mr Sampat Singh, who was also former Finance Minister, was addressing a press conference here today. He cleared that the debts of the Government were within limits and there were no need of concern about income and development.
He said that the main point of consideration was that whether these debts were adding to infrastructure development, impetus to trade and business, industrial development and income generation in the state. All these were in favour of the present Congress ruled Government in state. The improved financial position of Haryana was due to the intuitive and long term policies of the State Government. The unprecedented industrial development and massive infrastructure building in Haryana was pointing to a strong and well operated financial position, he added.
Comparing the financial management of the last seven years of the present government with those of six years of INLD ruled tenure, he said that the present loan repayment under Congress Government was Rs 53132 crore which reflects 127.89 per cent increase whereas loan repayment in INLD tenure was Rs 23319 crore which reflected 135.24 percent.
He said that in the current year 41.35 per cent of the total expenditure would be incurred on social sector, social justice, education including technical education, health services including health education and drinking water. For infrastructure development, irrigation, power, roads and road transport 28.66 per cent of the total expenditure would be incurred. In compared to these figures, INLD had only spent 21.80 per cent for social sector and 17.14 per cent for infrastructure development in the year 2004-05. He said that increase in revenue expenditure was a sign of flawed position.
He said that apart from this, 44.24 per cent was spent on loan and interest repayment of during INLD tenure whereas only 26.56 per cent would be spent in the year 2012-13.
He said that the government under congress rule had registered 230 per cent increase in the gross state domestic product whereas it was only 114 per cent in INLD tenure. Similarly, the per capita income had more than doubled in the tenure of present government. Increase in income tax also indicates better financial position, he said adding that increase in income tax in Haryana was more than the three states namely Jammu and Kashmir, Punjab and Himachal Pradesh.
He said that the revenue receipts of the present Congress government had also increased from 1149.06 to 33487.63 per cent which reflects 200 per cent increase. Comparatively during INLD tenure there was 103 per cent increase in revenue receipts, he added. He said that it all depicts that the financial position of the state was in a better position.
He said that the leaders of INLD were involved in shadowy and mean politics for their own vested interests and to take political advantage. They avoid going on record and the people should not fall under their deceit and fraud.
