Chandigarh, July 28– Haryana Wakf Board (HWB) has registered an all time high income of Rs 17.03 crore during the revenue year 2010-11, which is Rs 3.33 crore higher as compared to that of the previous year.
While stating this today, Mr.Naseem Ahmad, Administrator, HWB and former Vice Chancellor of Aligarh Muslim University, said that inclusive of all kinds of receipts the income of the Board had touched a figure of Rs 19.31 crore. During 2010-11, the Board spent Rs 3.32 crore on various educational and welfare activities. The Board had earmarked Rs 6.47 crore in the budget for 2011-2012 for fulfillment of main objects of wakfs and various educational and welfare activities.Mr Ahmad, who was presiding over the 8th meeting of HWB in Ambala today, congratulated the officers and other staff members of the Board for the commendable work on all fronts. The meeting was attended by the officers from the Headquarters of the Board and Estate Officers and Rent Collectors from Branch Offices, Imams of the mosques and eminent citizens.
He said, “The Board’s revenue this year is all time high in the history of the Board, which is about 25 per cent more than the income generated in last year. At the time of formation of the Haryana Wakf Board in 2003-04, the revenue was only Rs 4.96 crore. In seven year, the income of the Board has increased by above 243 per cent.
He said that over the years, the HWB had progressed well and fulfilled most of its objectives. The HWB had greatly expanded its social and welfare activities for the benefit of the Muslims of Haryana. This year the most notable activity of the Board had been the start of an Engineering College known as, “Mewat Engineering College” (MEC) in the Mewat area, which is educationally the most backward area of Haryana and where literacy rate is only 20 per cent for men and below 5 per cent for women. The total cost of the Engineering College project is Rs. 40 crore. With no financial support from any quarters, the Board had already spent Rs. 12.95 crore on building the infrastructure for the college from its hard earned savings.
He said that the problem of encroachments on wakf properties continued to be a serious challenge for the Board. He urged the employees of the Board to continue their efforts in resolving this problem. He urged the Government to provide all possible assistance to the Board to get the wakf properties vacated from the encroachers. After the establishment of separate Wakf Board for the State of Haryana, the income of the Board has increased manifolds.
The Chief Guest of the Annual General Meeting was Ch. Jaleb Khan, Chief Parliamentary Secretary (Wakf), Haryana.
Addressing the gathering on the occasion, the Chief Parliamentary Secretary (Wakf) praised the Haryana Wakf Board for its interventions for the betterment of the Muslim minority. He said that he would take up the issue of removal of encroachments from Wakf properties with the Government. He also assured the Wakf Board for suitable grant-in-aid for the Mewat Engineering College from the Government.
On the occasion, the Principal Chief Conservator of Forests Haryana-cum-Chief Executive Officer (CEO), Haryana Wakf Board, Dr. Parvez Ahmad, IFS presented Annual Report for the year 2010-11 highlighting various activities of the Board.
The CEO of the Board said that spreading education amongst the Muslim minority had been the prime objective of the Wakf Board. During the year 2010-11, the Board had distributed merit scholarships worth of Rs. 44.49 lakh to 710 students and the Board spent Rs 1.44 crore on the honorarium of 297 Imams, “Muazzins” and Caretakers, he added.
He expressed satisfaction on the move of the Government to ask the Government departments, which were occupying wakf lands, to become lessees of the Board. He also appreciated the Government for setting up Wakf Tribunals at the district headquarters for expeditious disposal of the litigations concerning wakf properties, appointment of Divisional Commissioners as Survey Commissioners and the decision of the Government to bring wakf properties within the ambit of Public Premises Act for removal of encroachments from wakf properties.
The CEO of the Wakf Board said that since the year 2003, when the HWB was established, it had been able to recover as many as 476 encroached wakf properties through courts of law or by way of compromise. During 2010-11, as many as 13 mosques had been got vacated from unauthorized possession and restored to their original use. The Wakf Board CEO also informed that during the year under review the Board had implemented a scheme of Arabic language teaching with the help a Hyderabad-based organization named, MESCO in 40 Muslim managed schools in Mewat area with the involvement of specially trained Muallims of madarasas. This scheme is greatly helping the Muslim children in understanding the meaning of Quranic verses and gaining knowledge of Arabic language. The CEO of the Wakf Board informed that during the last four years new properties numbering 400 worth around Rs 137.26 crore measuring 1849 Kanals and two Marlas were traced in the ongoing survey conducted in eight districts of the State, which included Jhajjar, Rohtak, Sonepat, Karnal, Kurukshetra, Yamuna Nagar, Ambala and Sirsa. He said that in the remaining districts survey work was in progress.
On the occasion, the 8th Khawaja Altaf Hussain Hali Award for the year 2011 was conferred on the renowned Urdu litterateur, Prof. Asghar Abbas for his contribution for promoting Urdu language. This award was instituted by the Board in the year 2004 to promote Urdu language in the region. The award carries a citation, shawl, memento and a cash prize of Rs 20,000. Prof. Asghar Abbas is former Head of the Department of Urdu at Aligarh Muslim University, Aligarh. Prof. Abbas has got 12 books and 73 research papers to his credit. At present he is doing research on “Sir Syed’s contribution on modern Indian ethos”. He has represented India in several international seminars. He is recipient of several awards from Uttar Pradesh Urdu Academy. A prestigious award named, “Imteyaz-e-Meer” was also conferred on him by the All India Meer Taqi Meer Academy.
Prof. Asghar Abbas was born on October 9, 1941 in Azamgarh in Uttar Pradesh.He did his Ph.D on “Sir Syed’s Aligarh Institute Gazette and its impact on Urdu journalism”. He has written extensively on Sir Syed Ahmad Khan, the founder of the Aligarh Muslim University and renaissance man responsible for spreading modern education amongst the Muslim community in India. His Ph.D on Sir Syed was painstaking research, which presented the essences of the rise and growth of the Institute Gazette, covering 35000 pages. This research also represents the first thesis on Sir Syed awarded by the Aligarh Muslim University. He worked as Chairman, Department of Urdu, AMU from 1999 to 2002. With 36 years, experience of teaching Post Graduate and Under Graduate classes, he provided research guidance to several Ph.D awardees. After his retirement in 2003, he was appointed as Director of Sir Syed Academy, a research organization in AMU promoting and popularizing Sir Syed’s thoughts and actions, including his role as prime mover of Aligarh Movement, as also his contribution in promoting modern education among the Muslims of India who were till then reeling under the oppressive policies of the British in the aftermath of 1857 Mutiny. He also worked extensively on Khawaja Altaf Husain Hali. He was also instrumental in initiating the work of English translation of “Hayat-e-Javed” – a biography of Sir Syed Ahmad Khan authored by Hali.
On the occasion, the Annual Report 2010-11 of the Haryana Wakf Board was also released.

Please find out means & measures to make this all land used for the benefit of human society at large, after settling all the disputes in whatsoever manner it suits, particularly keeping in view the national interest before everything, because land is most important asset of the nation in sooth.
