Chandigarh September 28: The Haryana Government has decided to implement a scheme ‘Pravashi Haryanavi Bhagidari Vikas Yojna’ to coordinate and facilitate the efforts of Pravasis (people of the state who have migrated to different parts of the country or world) with that of State Government for better development of State.
This decision was taken in a meeting of Haryana Rural Development and Panchayats Department held under the Chairmanship of Chief Minister Mr. Bhupinder Singh Hooda here.
It was informed in the meeting that large number of Haryanavis have migrated to different parts of the country or world. Many of them have made distinctions in different business and professions. The Pravashi Haryanavi Bhagidari Vikas Yojna’ aims to encourage such people to maintain emotional roots with their place of birth and also inspire them to contribute towards the development of native village and towns. However, few of them have already been contributing to the welfare of their native village in different ways such as construction of school buildings, hospitals, dharmasalas etc.
In the meeting Mr. Hooda gave approval for the setting up of District level Committee under the Chairmanship of Deputy Commissioner which would receive proposals from the Pravasi’s regarding the development projects to be adopted or funded by them. The Committee would also decide whether the work is to be undertaken at government level or through any other agency. A State Level Cell would also be created under the Chairmanship of Chief Secretary to supervise and monitor functioning of District Level Society.
Mr. Hooda was apprised that the District Level Society would maintain data base of all Pravasi’s of the district including the details of their present addresses, their contact numbers and complete personal bio-data. The society would facilitate the Pravasi’s who were interested to contribute in cash or kind for the upliftment of villages. Apart from this it would also provide one point contact solution to Pravasi investors through single window clearance mechanism. The Chief Minister was informed that the society would also provide grievance redressal forum to the Pravasis and the execution of the work would be carried out in consultation with Pravasi’s.
The projects or activities for which the Pravasi’s could contribute included pavement of public streets, providing improvement and sanitary conditions, general habitation improvement or for providing common latrines, communities recreation centres, panchayat ghars, libraries, sports fields, play-ground or stadium, construction of new school building, extension or repair of existing school building establishment, drinking water supply etc.
The Chief Minister was apprised that on collecting the data, the district level committee would contact each Pravasi both personally and through email to apprise them about various schemes of the State Government.
Mr. Hooda directed to ensure wide publicity of the Yojna so that maximum number of Pravasi’s could get benefit of this scheme and contribute in the development of the state.
Additional Principal Secretary to Chief Minister Mr. Shiv Raman Gaur, Deputy Principal Secretary Mr. R.S Doon, Principal Secretary, Development and Panchayat Department Mr. Ram Niwas and Deputy Commissioner, Jhajjar Mr. Ajit Balaji Joshi was also present on this occasion.
