Chandigarh December 8 – The E – Salary System will be started in Gurgaon district from 1st January 2012 which will enable preparing and submitting of pay bills of all employees of government offices online.The E- Salary system will reduce the time taken in the Treasury Offices for passing the pay bills. Presently, upto three days were taken for this task but after launching of this new system it would be passed on the same day, rather it will be a few minutes job, This type of system is already in use in Chandigarh and Panchkula
Stating this here today an official spokesman said that the pay bills of all the offices will be prepared and submitted online on the pattern of ‘online budget’ from the new year. For this, a database of the employee’s details like salary, deductions, bank account and other personal details will be created. Mr Bhatotia has asked all the Drawing & Disbursing Officers (DDOs) to collect this information from their office record files. The information is to be collected in ES-1, ES-2 and ES-3 forms which are available on the internet.
One can download the forms and other instructions regarding E- Salary from the website- www.hrtreasuries.gov.in. He said that for logging in the E-Salary link on the website, the DDO will have to enter the User ID and Password already allotted to him or her by the concerned Budget Controlling Authority. If the DDO does not have the User ID, he can get it by selecting District name, Treasury name and DDO code on E-Salary link. Latter on he can contact the concerned Budget Controlling Authority for getting the ‘Password’. According to Mr Bhatotia, a training workshop for the DDO will be organised shortly to make them familiar with the new system.
Mr Bhatotia said that the new system will make preparing and submitting of pay bills in the Treasury very easy. Special software has been designed for this purpose and the bills will be filled online on that software. Thereafter, the completed pay bills will be submitted online to the Treasury Office which will enable the officials of Treasury to make the entries quickly. The DDO will be able to take a print out of the completed pay bill. This hard copy of pay bill will be submitted in the Treasury office manually after the DDO has checked it carefully and put his signatures.

He said that in the new system, complete detail about salary of every employee will be uploaded in the software and whenever he or she is transferred to other place, there will be no need to send Last Pay Certificate (LPC), rather it will be shifted online through this software, Naveen added.
