Chandigarh , January 3 – Taking action on the alleged misuse of his post for benefitting a Real Estate Company, an FIR has been got lodged against a former sarpanch of village Bilaspur and the company by the district administration. Apart from this, show cause notices have also been issued to three other sarpanches today.This step was taken on the directions of the Deputy Commissioner Gurgaon P C Meena.
The district administration got complaints against a former sarpanch of village Bilaspur Rampal who allegedly gave precious panchayat land measuring 6 Kanal 3 Marla to Ansal Company for constructing a gutter there, without obtaining approval from any quarter thus benefitting the company. He also allegedly allotted the work of making the streets of the village ‘pacca’ illegally to the company. The Ansals laid sewerage pipe lines upto that piece of land through which the sewage water and affluent released by the industries would fall into the village pond. Because of this, the possibility of spoiling the underground water of the tubewell meant for supplying drinking water to the villagers which was built by Public Health department near the pond cannot be ruled out. This can lead to outbreak of diseases in the village and moreover the act of former sarpanch has in no way benefitted the village. The complaint was enquired by the Deputy Chief Executive Officer of Zila Parishad who, in his findings, confirmed the correctness of the complaint. Following which FIR was got registered against the former sarpanch and the company by the Block Development and Panchayat Officer (BDPO) Pataudi.
In similar type of three other cases of alleged misuse of power and negligence, show cause notices under Section 51 of Haryana Panchayati Raj Act 1994 have been served to sarpanches of villages Babupur, Dhanawas and Tajnagar. They have been asked to explain in 15 days time otherwise disciplinary action would be initiated against them.
In case of village Babupur, it has been alleged that the sarpanch Attar Singh got sand lifted from panchayat land and part of it was used to level the streets of plots allotted to the poor under Mahatama Gandhi Grameen Basti Yojna while the rest of sand equal to 145 trucks costing ` 50,000 was unaccounted and no details of its use was given. He also got the village streets made ‘pacca’ illegally through Bricks Baker Builders without taking approval. In addition, 668 sapplings planted at various places in the village, out of which only 170 were found alive whereas he was given a sum of ` 50,000 for care of those plants for which he did not take necessary steps.
In case of village Dhanawas, the sarpanch Neelam was found to be not discharging her duties properly as she was not taking interest in the ongoing court case Mahender Versus Gram Panchayat Dhanawas under Section 13 A of Village Common Land Act. The case is pending in evidence for want of witnesses from panchayat since 11 July 2011 which is a serious matter. Similar is the case of Tajnagar sarpanch Mahender who is allegedly not pursuing a court case Jagmal versus Gram Panchayat pending since 18th October 2010 for want of evidence from the panchayat because of which the village panchayat suffered huge losses.
