Haryana, September 23- During the Assembly Elections in Haryana, Election Commission of India has allotted a total of 720 minutes of free telecast and broadcast time for six national and two state parties on each the Doordarshan and All India Radio for campaigning.Therefore, the total time for telecast and broadcast will be 1440 minutes.
While stating this here today, Haryana Chief Electoral officer, Mr Shrikant Walgad, said the facility would be available from the Regional Kendra of the All India Radio and Doordarshan and at the State headquarters and the facility of relay would be provided at other stations within Haryana.
The national parties are Bharatiya Janata Party (BJP),Bahujan Samaj Party (BSP),Communist Party of India(CPI), Communist Party of India (Marxist) (CPIM), Indian National Congress (INC), Nationalist Congress Party (NCP) and two regional parties namely Haryana Janhit Congress (BL) (HJC) and Indian National Lok Dal (INLD).
He said that a base time of 45 minutes would be given to each National Party and Recognized State Party uniformly on the Regional Kendras of Doordarshan network and that of All India Radio in the State.He said that the additional time to be allotted to the parties had been decided on the basis of the poll performance of the parties in the last assembly elections. In a single session of broadcast, no party would be allocated more than 15 minutes, he added.
He said that the period of broadcast and telecast would be between the last date of filing of the nominations and two days before the date of polling in Haryana.
He said during telecast and broadcast of such programmes, criticism of other countries, attack on religions or communities, presentation of defamatory or obscene matter, anything amounting to contempt of court or casting aspersions on the President or the judiciary would not be allowed.
The political parties would have to submit the transcript to Prasar Bharti in advance. After approval, the transcripts would have to be recorded at private studios and the cost for the same would have to be borne by political parties, he added.
The Prasar Bharati Corporation, in consultation with the Commission, will decide the actual date and time for broadcast and telecast. This will be subject to the broad technical constraints governing the actual time of transmission available with the Doordarshan and All India Radio, he added.
