Chandigarh , Feb. 28. The Dakshin Haryana Bijli Vitran Nigam has written a complaint to the police to register criminal case against its Sub Divisional Officer, Sub Urban Sub-Division, Hansi, Mr. Bharat Singh and Junior Engineer, Mr. Ranbir Singh under the Prevention of Corruption Act for releasing illegal connection to an industrial unit at village Sikanderpur, Bhiwani Road near Hansi.
A spokesman of DHBVN said here today that owner of the industrial unit had applied in the office of Operation Sub Urban Sub Division, Hansi for a new electricity connection of 19.500 KW load under small power category against which, DHBVN had issued demand notice intimating him to complete certain formalities and deposit charges amounting to Rs. 46,196 as per the estimate. After completion of the formalities, the service connection order (SCO) was to be issued by the SDO. But the concerned officials did not wait for issuance of the SCO or getting deposited the charges and released the connection illegally by using material meant for some other work and installed meter removed from any disconnected connection. On vary next day of release of the illegal connection, the premises was raided by the Nigam’s vigilance team and detected the connection, having connected load of 24.515 KW, running without any number. A penalty amounting to Rs. 7.65 lakh was imposed on the industrial unit. The owner of the industrial unit has made complaint of asking for gratification against the officials.
In an enquiry carried by the Chief Engineer (Operations) Hisar, it was revealed that no SCO was released by the SDO and the consumer had not deposited the amount of Rs. 46,196 against the charges mentioned in the demand notice. No necessary entry of the energy meter used in releasing the illegal connection was found in the relevant record. The official has even sealed the meter by using official sealer without SCO. After releasing connection, a number of entries are required to be made in the SCO along with signatures of the applicant and 1st billing is also started on the basis of the SCO. The officials also installed a transformer of 63 KVA capacity and allied material which was for some other work.
The chief engineer has observed that the officials hve released this connection illegally with ulterior motive and malafied intension.
Now, when the matter came to the notice of higher management, it smelled unscrupulous and corrupt activity and asked the concerned officers to lodge complaint for criminal case against the officials.
