New Delhi,17 Apr (Lok Sabha):The Minister for Tourism and Culture Smt. Ambika Soni has said that ‘Public Order’ and ‘Police’ are State subjects as per the Seventh Schedule of the Constitution of India and as such, the registration, investigation, detection and prevention of crime, including crimes against tourists, is the primary responsibility of State Governments/ Union Territory Administrations. The data on incidents of crimes against tourists, including foreign tourists is not compiled by Ministry of Tourism. Following recent media reports regarding harassment with tourist in India, the Ministry of Tourism discussed the issue of safety and security of tourists with Secretaries of Tourism of States/ Union Territories and representatives of Ministry of Home Affairs and Ministry of Defence. Ministry of Tourism in consultation with Ministry of Home Affairs, Ministry of Defence and State Governments/ Union Territories is in the process of framing guidelines for formation of a Tourist Security Organization comprising mainly of Ex-Servicemen for the safety and security of tourists. She gave this information in a written reply in the Lok Sabha today
