Chandigarh 30th September; The inordinate and unreasonable delay in the appointment of Director, PGI has virtually brought the Institute to a standstill. All policy matters related to service conditions of employees have come to a halt for the last 6 months in absence of regular Director. No meeting of SFC/GB and Institute Body has been held for the last more than1 year to take up the long-standing grievances of employees. There has been no regular Deputy Director Administration since September, 2010. The post of DDA is filled up by deputation amongst I.A.S., I.R.S. and from other allied services, who possess requisite administrative experience and have knowledge of rules and regulations but Dr. Surjit Singh, Acting DDA has very poor knowledge of rules and regulations and has been acting according to his own whims and fancies. Though, the Faculty has managed to get rid of the autocratic style of functioning of Dr. Surjit Singh, Acting DDA by withdrawing the administrative work from him, which has been assigned to Dean, PGI but the non-faculty staff is victim of Dr. Surjit Singh, Acting DDA. Dr. Surjit Singh Acting DDA was nominated by Dr. K. K. Talwar, former Director and he has been following his destructive and autocratic policies causing resentment amongst the non-faculty staff. The acting DDA has been discriminating with non-faculty staff by taking illegal and arbitrary decisions and delaying
MTA demand that the services of the officers nominated on important posts or granted illegal extensions by Dr. K. K. Talwar, former Director, like the post of DDA, Professor Incharge Procurement, Professor Incharge Academics / Examination, Professor Incharge NINE, PPS, etc. be dispensed with immediately. The new Director should be left free to choose his own team for better coordination and smooth functioning.
The Central Government should take an early decision for appointment of next Director to end the uncertainty and adhocism at the medical Institute of National Importance.
