Seeking the furnishing of an affidavit from the undersigned relating to my complaint dated 04.10.2014.
Sub: Furnishing of the affidavit.
In response to your reference mentioned letter please find enclosed with this reply the affidavit as sought by you in support of my complaint dated 04.10.2014.
It is surprising that earlier I had received a letter dated 17.11.2014 in which I was asked to own or disown my complaint dated 04.10.2014. I had promptly owned up my said complaint dated 04.10.2014. I have not received any communication regarding any action on my complaint dated 04.10.2014 till date. This demand for an affidavit following the letter for owning or disowning of my complaint dated 04.10.2014 seems to be a frivolous exercise being undertaken at your end only in order to delay any purposeful action on my complaint indicating towards a gross bureaucratic red tapism.

I, Satinder Singh, son of Shri Jatinder Singh, r/o House No.89, Sector 28-A, Chandigarh do hereby solemnly affirm and declare as under.
- That the deponent is the councilor from Ward No.18 of Municipal Corporation, Chandigarh.
- That the deponent being a public person and having responsibilities towards the citizens of Chandigarh had filed complaint dated 04.10.2014 against Mohd. Shayin, DC Chandigarh and had also subsequently owned up the said complaint on being asked to do so by the office of the Adviser to the Administrator, UT of Chandigarh.
- That subsequent to the complaint dated 04.10.2014 the deponent had also filed more complaints against Mohd. Shayin, DC as and when the episodes relating to misuse of powers etc. by the said officer came to the notice of the deponent.
- That the deponent owns up and stands by all his complaints against Mohd. Shayin, DC filed by the deponent individually and along with others.

Seeking clarifications regarding the allegations in the complaints dated 04.10.2014 and 25.11.2014 filed by the undersigned.
Sub: Reply to the reference mentioned letter.
In your reference mentioned letter you have asked me “to clearly indicate the allegations, so that the same can be examined and necessary action taken if required”.
After receiving your letter I again read my letter/complaint dated 04.10.2014 in order to check if there are any allegations which need clarification or need to be “clearly indicated”. After perusing my complaint I came to the conclusion that the contents of the complaint are quite clear and straight forward. You have also not indicated in your letter regarding which allegations in my complaint you need further clarity.
The letter dated 25.11.2014 was written in response to your letter dated 17.11.2014 in which I had been asked to own or disown my letter/ complaint dated 04.10.2014. I have again read my letter dated 25.11.2014 in which I had owned up the contents of the letter/ complaint dated 04.10.2014. Neither in your reference mentioned letter you have mentioned anything specifically which need to be clarified or clearly indicated by me nor I feel that there is anything required to be clearly indicated.
It appears that your letter is just a delaying tactic to postpone a meaningful enquiry into the allegations in my letter/ complaint dated 04.10.2014. You are requested to read my letter/ complaint dated 04.10.2014 and letter dated 25.11.2014 again and then to clearly indicate as to which part of the same is not clear to you.
Subsequent to my said complaint dated 04.10.2014, I had also filed complaint against Mohd. Shayin, DC Chandigarh, dated 08.12.2014 addressed to Hon’ble Advisor to the Administrator, UT of Chandigarh and various other authorities including the Hon’ble Home Minister of India, in which I had highlighted the misuse of powers and misappropriation of prime land in Village Mauli Jagran, Chandigarh, at the behest and with the connivance of Mohd. Shayin, DC Chandigarh, through unscrupulous elements.
I had also filed a complaint dated 15.12.2014 along with others against Mohd. Shayin, DC Chandigarh, to the Secretary Agriculture, Department of Agriculture, UT Chandigarh, relating to the illegal and wrong appointment of Senior Assistant (PA/DC) in Marketing Board, U.T. Chandigarh from Red Cross Society.
Another complaint dated 15.12.2014 was also filed by me along with others against Mohd. Shayin, DC, Chandigarh to the Secretary Agriculture, Department of Agriculture, UT Chandigarh, regarding the misuse of government exchequer and misuse of government powers and gradation of Mandi Supervisor to the post of Mandi Law Officer Post in Market Committee, Chandigarh etc.
Since you are asking me to give clarifications regarding the contents of my two complaints dated 04.10.2014 and 25.11.2014, it will be useful if you could also incorporate in your enquiry my other above mentioned complaints and seek clarifications specifically if so required, about the contents/allegations in all the said complaints so that no more time is wasted.
