Dr. Avnish Jolly, Chandigarh, 12th October, 2008 :Ministry of Power, Government of India has constituted a Steering Committee for implementation of Restructed Accelerated Power Development and Reforms Programme (APDRP) in XI th Plan. It will be headed by Union Power Secretary, Mr Anil Razdan and Director (Distribution), Ministry of Power will be the Convenor.
A spokesman for the Haryana Power Utilities said here today that Haryana would have a strong representation in the steering committee as its Financial Commissioner & Principal Secretary (Power) , Mr Ashok Lavasa has been appointed as a member of the committee for one year. The other members of the committee would be Chairperson, Central Electricity Authority, Principal Advisor (Energy), Planning Commission, Joint Secretary (PF-II), Ministry of Finance (Department of Expenditure), Chairman-cum-Managing Director, Power Finance Corporation, Chairman-cum-Managing Director, Rural Electrification Corporation, Managing Director, West Bengal State Electricity Distribution Co. Ltd., Chairman, Tamil Nadu Electricity Board, Managing Director, Maharashtra State Electricity Distribution Co. Ltd.,Joint Secretary& Financial Advisor, Ministry of Power and Joint Secretary (Distribution), Ministry of Power.
He said that the committee would approve the guidelines for operationalisation of various components of the scheme including the approval of the charges to be paid to the nodal agency, sanction projects, including modification of revision of estimates; monitor and review the implementation of the scheme. It would also approve and saction activities to be taken up by the Ministry under Part C of the scheme; appoint agencies for verification and validation of base-line data systems, for verifying the fulfillment of programme conditions by utilities and approve conversion of loan into grant upon fulfillment of the necessary conditions, he added.
The spokesman said that the Power Finance Corporation would be the Nodal Agency for APDRP in XIth plan, which would provide manpower, material and other logistic support to the Committee for smooth implementation of the programme.
