15 July ; Pursuant to the communication from H.E. General Dr. S. F. Rodrigues, PVSM, VSM, (Retd.) regarding finalization of Recruitment Rules to fill up various vacancies in various Educational, Technical and Health Institute in Chandigarh, a meeting was held in Govt. of India today under the Chairmanship of Sh. Ashok Thakur, Additional Secretary, Technical Education, which was attended by Shri. Ram Niwas, Home Secretary-cum-Secretary Technical Education and Shri Pirthi Chand, Director Technical Education alongwith senior Officials from AICTE and Ministry of Law and HRD.The Home Secretary impressed upon Govt. of India that the Recruitment Rules for the post of one Principal and three Professors of Architecture College should be finalized immediately as in the absence of the Recruitment Rules the UPSC is not filling-up these posts. Consequently, the charge of Principal has been given to the Assistant Professor level person. This affects the quality of education in this premier institute of the country. He also stressed that the Recruitment Rules for the post of Principal, Govt. College of Arts and Lecturers should also be finalized soon.
It was informed by the Ministry that the Recruitment Rules for the post of Principal, Govt. College of Arts have been forwarded by HRD Ministry to Department of Personnel, after getting them approved from the UPSC. These rules are likely to be approved by DoPT and after getting them vetted from the Ministry of Law, they will be finalized soon.
Regarding the rules for the Principal, Architecture College and three Professors, it was informed that the matter is pending with UPSC and the necessary clearance would be obtained as soon as certain clarifications are received from AICTE.
The Home Secretary also discussed the issue regarding the finalization of Recruitment Rules for Govt. Polytechnic for Women, CCET (Diploma Wing) and CCET (Engineering Wing). It was deliberated in the meeting that a system of effective monitoring should be established so that necessary clearances are received in time.
The Home Secretary also held a meeting with Joint Secretary in the Ministry of HRD regarding finalization of Recruitment Rules for the post Principals. It was desired that very soon an inter-ministerial meeting will be held to finalize the Recruitment Rules.
A meeting was also held with the Joint Secretary Health, Shri Vineet Chawdhary regarding sanction of 760 posts in the health sector. The Joint Secretary assured that a meeting has been fixed with various divisions and various sections in the Ministry to expedite the creation of these posts.
