Chandigarh 16th October; The PGI Medical Technologists Association hail the decision of Central Government / Governing Body of PGI withholding the appointment of daughter and son-in-law of Prof. Yogesh Chawla, Director, PGI in its meeting held on 13.10.2015.
There has been a clear conflict of interest and the action of Prof. Yogesh Chawla has been in violation of Rule 3 of CCS (Conduct) Rules, 1964 for associating himself with Standing Selection Committee wherein his kins have been participating. Even otherwise, the propriety demanded that Prof. Yogesh Chalwa should have disassociated himself from selection process to maintain high standards to avoid finger pointing of bias and prejudice. A further enquiry studying the comparative merit of candidates appeared in respective stream will unveil the true facts of favouritism.
Earlier, a former Director of PGI in the year 2001 and 2002 was similarly involved in illegal and arbitrary appointment of his nephew (Bhanja) as Junior Engineer, who was overage and did not join initially through Employment Exchange and took active part in Standing Selection Committee for promotion and appointment of his brother-in-law as Additional Professor and Professor in Cardiology.
The former Director was charge sheeted on the recommendations of CVC by NDA government and later Institute Body placed him under suspension also in 2003-2004.
The conspiracy to make undue favours to kins by Prof. Yogesh Chawla, DPGI started with the appointment of former Director, PGI as Chairman of Standing Selection Committee, which itself was unjustified and unreasonable. The Central Government has committed a serious blunder by appointing an insider of PGI from City as Chairman, Standing Selection Committee who was part of a lobby at PGI during his service and tenure as Director from 1995-1999.
The Chairmanship of Standing Selection Committee for Dr. B.K. Sharma, former Director has been a gift and reward for illegally and arbitrarily appointing an ineligible candidate as Additional Professor cum Medical Superintendent in 1995 ignoring eligible and more meritorious candidates. There is a well planned and deep rooted conspiracy executed with precision by Prof. Yogesh Chawla, Director, PGI to appoint Chairman of Standing Selection Committee of PGI of his own choice, who is very close to Medical Superintendent and both hail from same State and City.
Prof. Yogesh Chawla, DPGI may be sacked for illegal and unconstitutional acts and for hatching a conspiracy in favour of hiskith and kins.
After 1999-2004, no Member of Parliament has been included in Standing Selection Committee of PGI. Sh. Suresh Chandel, the then MP was the last included in SSC who assured partiality and justice for all.
Institute must dissolve Standing Selection Committee and Dr. B. K. Sharma, former Director may be removed as Chairman of SSC. SSC may be re-constituted by Institute Body as done on 25th July, 2001.
