Chandigarh, April 4: The Excise Policy for the year 2011-12 has been announced by the Chandigarh Administration. This policy will come into effect from May 1, 2011, and will remain effective till April 30, 2012. Under the new policy the maximum permissible number of liquor vends which is 217 has not been changed. The maximum permissible number of retailsale Country Liquor (L-14A) & Foreign Liquor (L-2) licences is also kept unchanged at 65 and 152 respectively. Annual Quota of Country Liquor is kept unchanged at 27 lakh proof litre. The annual quota of IMFL for L-2 licences is fixed at 2 crore proof litres. Annual quota of Country Liquor and IMFL to be distributed equally amongst the maximum permissible number of retailsale licences of respective type. Administration will grant all the retailsale country liquor (L-14A) and foreign liquor (L-2) licences by inviting tenders. Assessment fee has been enhanced by 10 per cent. The Import Fee, Export Fee, Permit Fee and Re-validation fee has also been enhanced by 10 per cent. The Value Added Tax on liquor has been kept unchanged at 12.5 per cent. Minimum retailsale price of Beer has been enhanced by Rs 5 per bottle of 650ml and the minimum retailsale price of IMFL enhanced by Rs 5 to Rs 20 per bottle and for country liquor the minimum retailsale prices are increased by Rs 5 to Rs 7 per bottle. Also the registration fee for all types of liquor brands is enhanced by 33%. There has been no change in the possession limit of liquor for the citizens of the City Beautiful.
The reserve price of retailsale country liquor (L-14A) & foreign liquor (L-2) licences is fixed as under: –
Category-I:- Retailsale Foreign Liquor (L-2) Licence in pre- fabricated temporary structures: Rs.45 lakh
Category-II:- Retailsale Country Liquor (L-14A) Licence in pre-fabricated temporary structures: Rs.37 lakh
Category-III:- Retailsale Foreign Liquor (L-2) Licence in SCO/SCF/Shop/ Booth, etc.: Rs.36 lacs
Category-IV:- Retailsale Country Liquor (L-14A) licence in SCO/SCF/Shop/ Booth, etc.: Rs.32 lakh
Category-V:- Retailsale Foreign Liquor (Modern Liquor Shops) L-2 licence: Rs.36 lakh
Ø Excise Duty is enhanced as under: –
a) On IMFL from Rs.20/- per PL to Rs.23/- per PL on Cheap, Economy, Medium, Premium & Ultra Premium Brands, to Rs.25/- per PL on Semi Deluxe & Deluxe Brands & to Rs.40/- per PL on Ultra Premium Brands. However, excise duty on IMFL is kept unchanged when issued to Defense/Military Personnels through CSD Canteens.
b) On beer having alcoholic contents upto 5.25% v/v from Rs.6/- per bottle to Rs.9/- per bottle of 650ml
c) On beer having alcoholic contents exceeding 5.25% v/v from Rs.10/- per bottle to Rs.15/- per bottle of 650ml
d) On Wine, Champagne, Cider, RTD & Liqueur from Rs.10/- per BL to Rs.12/- per BL.
e) On Country Liquor from Rs.6/- per PL to Rs.7/- per PL. An additional licence fee of Rs.3/- per PL to be charged on additional quota.
Ø License fee of various licences is enhanced as under: –
a) Wholesale licence (L-1B) of Foreign Liquor from Rs.3.75 lakh to Rs.5.25 lakh.
b) Wholesale licence (L-1C) of Beer from Rs.65,000/- per brand to Rs.90,000/- per brand.
c) Wholesale licence (L-13) of Country Liquor from Rs.2 lacs to Rs.2.60 lakh
d) For L-10B (Departmental Store) from Rs.2 lac to Rs.3.10 lacs
e) aFor bars, from Rs.2.50 lakh to Rs.3.10 lakh
f) For bar in Clubs, the licence fee is enhanced by 55%.
g) For B.W.H.-2 (Bottling Plant) licences from Rs.2 lacs to Rs.5.30 lakh
