The India Post Team, 12th June:According to press release issued DAV College Teachers’ Union, Chandigarh, Senior Senators and important members of the Fee Regulation Committee including Prof. R.N. Sharma, Principal Tarsem Bahia and Prof. P. S. Gill have decided to withdraw in protest from the meeting of the expanded committee to be held tomorrow to finalise a uniform fee structure for affiliated colleges of P.U. They alleged that the committee in its present form cannot arrive at a rational and reasonable uniform fee structure and the whole exercise has been reduced to a farce.
The original nine member committee has now been enlarged and includes 11 more members mostly belonging to college managements and does not include any representatives of teachers, students or parents.
Prof. Rabindra Nath Sharma said, "The expanded committee has been packed with representatives of the managements of the colleges many of whom are them selves at fault. No justice can be expected of them. It appears that there is a concerted move to scuttle the whole initiative. The interests of the students cannot be safeguarded by the present committee."
Principal Tarsem Bahia said, "The expanded committee has been overloaded in favour of a particular opinion that the University should exercise no supervisory and regulatory role in the matter of determining fee and fund structure. This is against the mandate of the Senate that wanted the University to introduce uniform fees and funds structure and to give justice to the students and teachers. Therefore no purpose would be served by working on this committee and we have chosen to politely withdraw and let the honourable Vice Chancellor decide the matter himself."
Prof. P. S. Gill said, "Earlier recommendations of the fee committee have been ignored. As had been decided, no teacher representatives have been included in the expanded committee. The PU should have imposed heavy penalties on erring managements but it has failed to perform its statutory duty."
Prof. A K Taneja, President of the DAV College Teachers said, "We expected the committee to drastically reduce the burden of excessive fees on suffering students but the present composition of the committee does not inspire confidence. Most of the private city colleges have charged several times more than P.U. prescribed fees and funds and got away with several other violations."
Prof. Anil Sarwal, Secretary of the DAV College Teachers’ Union, said, "It is a pity that a genuine and noble cause has been allowed to be hijacked by vested groups who wield undue influence in the affairs of the university."
In several complaints to the university it had been pointed out that whereas the P.U. approved fees under a few heads were: Amalgamated Fund @ Rs 540 p.a.; Dilapidation Fund @ Rs 180 p.a.; House Examination Fee @ Rs 165 p.a.; Environment Fee @ Rs 180 p.a.; Development Fund @ Rs 200 p.a.; Elect. & Water charges @ Rs 360 p.a., the charges of the DAV College last year were: Amalgamated Fund @ Rs 980 p.a.; Dilapidation Fund @ Rs 980 p.a.; House Examination Fee @ Rs 770 p.a.; Environment Fee @ Rs 320 p.a.; Development Fund @ Rs 980p.a.; Elect. & water charges @ Rs 980 p.a. Similar charges for S.D. College were: Amalgamated Fund @ Rs 900 p.a.; Dilapidation Fund @ Rs 500 p.a.; House Examination Fee @ Rs 200 p.a.; Environment Fee @ Rs 180 p.a.; Development Fund @ Rs 550 p.a.; Elect. & water charges @ Rs 600 p.a. and for MCM DAV they were: Amalgamated Fund @ Rs 960 p.a.; Dilapidation Fund @ Rs 600 p.a.; House Examination Fee @ Rs 600 p.a.; Environment Fee @ Rs 180 p.a.; Development Fund @ Rs 950p.a.; Elect. & water charges @ Rs 600 p.a. and SGGS-26 on the other hand charged Amalgamated Fund @ Rs 540 p.a.; Dilapidation Fund @ Rs 180 p.a.; House Examination Fee @ Rs 300 p.a.; Environment Fee @ Rs 180 p.a.; Development Fund @ Rs 650 p.a.; Elect. & water charges @ Rs 1080 p.a.
The colleges had also increased collection of funds under other heads arbitrarily. Charges running into thousands of rupees were levied as Annual Charges. The PU had fixed fees for Computer Sc (elective) at Rs 540 p.a. but colleges charged anywhere between Rs 3000 to Rs 6100 p.a. from students.
The PU had fixed fees for self-financing courses at Rs 8750 p.a. for BBA; at Rs 20000 p.a. for BCA; and Rs 30000 p.a. for M.SC. (IT). The colleges were also required to collect PU Charges to the tune of Rs 675 p.a. from first year students and Rs 365 p.a. from second and third year students of these courses. But DAV charged Rs 19150 p.a. and SD Rs 17000 p.a. for BBA; and for BCA, DAV charged Rs 32050 p.a., MCM DAV Rs 24000 p.a., SD Rs 29000 p.a., SGGS Rs 22250 p.a. and GGSW Rs 22600 p.a.; the fees for MSC (IT) in DAV were Rs 43100 p.a., MCM DAV Rs 34500 p.a., SD Rs 39000 p.a., SGGS Rs 31250 p.a. and GGSW Rs 33200 p.a.
It may be recalled that Prof. R.C. Sobti, Vice-Chancellor had earlier constituted the nine member committee after protests and complaints by student and teacher organisations against the exorbitant fees and funds being illegally charged by some affiliated colleges. These charges were far in excess of P.U. prescribed fees and funds.
