Chandigarh February 23- The Electronic Payment System (EPS) will introduced from 1st March in treasury offices of 8 districts of the state including Gurgaon. After which the payment will be made online into the bank account of the employee or third party. The treasury office will also be sending the pay order to the bank online after passing the bills submitted by any department.
The districts of Gurgaon, Karnal, Panipat, Sirsa, Fatehabad, Ambala, Panchkula and Kurukshetra will have this new Electronic payment system. The drawing and disbursing authorities (DDA) and their representatives were given training about how to fill up the bills and forms in this new EPS system. They were also told about the new pension scheme, budget allocation system and about preparing soft copy of bills in MS excel programme. There are about 180 DDAs in Gurgaon who are going to be benefitted by this new EPS system.
According to the an official spokesman the transaction in the new EPS system can be made only to a person having his bank account in a nationalized bank and for the payments above Rs 10000 the PAN number was required to be mentioned in the bills. He said that the accountant of a government office bill submit the computer generated bills along with their soft copy in the treasury office. After that the treasury would generate an electronic bill and send it back to the DDA for checking the entries. If there is any mistake it will be got corrected. After the verification by the DDA, the treasury office will not be held responsible for any fraudulent payment and the responsibility will be of the DDA.
There are two types of Performa for making payment to employees and third parties. Bills of salary and other allowances to be paid to the employees will be prepared in Performa-B, while the bills of payment to third party like contractors should be in Performa-A. The IFSC code of the bank should also be entered into the Performa along with the account number of the third party or employee. Every employee will be given a unique code under this system which will be applicable throughout the state wherever he or she is transferred and that unique code would also be entered into the Performa. Besides, the object code or budget code from where the amount has to be transferred like LTC or ex-gratia along with the code should be shown in the Performa.
He said said that now budget from the headquarters was also allocated online to the district offices. The DDA can check the budget and expenditure of his office online onwww.hrtreasuries.gov.in by filling up the user ID and password given by the controlling authority of the department. He said that the bills can be passed only if the budget was available and mere showing of letter of budget have no meaning because it takes few minutes in withdrawing the budget allocated to a office as it is done online.
He said that it is hoped by the end of December this year all the bills in government offices will be prepared and submitted online to the treasury office for passing and to the banks for payment into the accounts. The paper work is going to be stopped and they complete process of transaction which takes about three days now would be completed in just 15 minutes.
