Chandigarh 13th May : The PGI Employees Union, Chandigarh has strongly condemned the unreasonable and mala fide delay by Sh. Sushil Kumar, Financial Adviser, PGI in releasing the Death Gratuity of Late Sh. Rattan Lal, Sanitation Attendant, who dies on 20.3.2013, to her daughter, Ms. Babita.
The highly corrupt staff demanded money from her for release of Death Gratuity and on her refusal, on 3.4.2014, she was issued a letter to bring Succession Certificate from Court on the plea that no revised nomination is available in Service Book. (Copy attached in PDF).
On 12.11.2013, the Financial Adviser wrote to Medical Superintendent for supplying letter of nomination made by Late Sh. Rattan Lal, which was supplied.
The Financial Adviser has released Last Pay of Rs. 7613, Rs. 78784 as General Provident Fund and Rs. 15000 as claim of Employees Group Insurance on 31st December, 2013 in her Bank Account vide Cheque No. 668252, 17355 and 668254 respectively all dated 31.12.2013 relying upon the revised nomination dated 28.2.2013 and further verifications made by office of Medical Superintendent by obtaining affidavits and other documents from April, 2013 to October, 2013.
It is strange that Ms. Babita, who is the only child of Late Sh. Rattan Singh, Sanitation Attendant and there is no other claimant on record and none has come forward since his death on 20.3.2013 but the Financial Adviser has now asked to bring succession certificate from Court, which is in violation of Rule 53 of CCS (Pension) Rules, 1972.
The Financial Adviser has no explanation to offer that how the Last Pay, GPF and Insurance Claim has been released in favour of Ms. Babita, if she is not the legal heir and why he has asked for succession certificate now.
Ms. Babita has been running from pillar to post daily while commuting from Ram Darbar to PGI but the corrupt officer of Accounts Branch have not budged from their illegal and arbitrary stand causing untold miseries to family of decased Sh. Rattan Lal to get her Death Gratuity.
The PGI Employees Union in a letter to Director, PGI has requested to take strict disciplinary action against the corrupt and erring officers / officials of Accounts Branch / Pension Cell.
