Sanjay Pahwa, Chandigarh : UT SSP, Naunihal Singh revealed the progress report of CTU bus conductors recruitment scandal at Chandigarh Police headquarter. He described that on 16.1.2010 and 18.5.2010 an advertisement regarding the recruitment of CTU Bus Conductors was published vide letter No. 02/EAC/CTU/2010 for the appointment of 144 posts and the last date to submit the application forms for the written test was 25.06.2010.
Against this advertisement total 30,985 application forms for appearing in the written exam of CTU conductor were received, out of which 25,800 forms were found eligible for the written test. By the Chandigarh Transport Undertaking, 3.10.10 was affixed for the written examination and regarding these different 68 centers were demarked in UT, Chandigarh and as per the agreement dated 6.4.10 the written examination was to be conducted by UIAMS, Panjab University, Chandigarh.
On 3.10.10 total 19,429 candidates appeared in the written test and the result of the written test came out on 25.2.2011. As per the merit in the written test 144 candidates were short listed for the post of Bus conductors and 37 candidates were put on hold as waiting candidates.
After the result, news was published in a newspaper that out of 144 candidates, 139 candidates belongs to Haryana, taking cognizance Chandigarh Administration formed a committee on 21.3.2011 comprising of five members headed by Director Transport, UT, Chd. as the Chairman of Committee.
The committee started verification of documents/identification of the short listed candidates for selection to the post of Bus conductor in Chandigarh Transport Undertaking and this verification process was completed from 21.3.11 to 28.3.11. During the process the committee took the specimen signatures on the specially designed Performa and the candidates were video graphed.
During this period out of 144 short listed candidates, 31 candidates were found absent and 113 candidates appeared before the committee.
The specimen handwriting of 113 candidate’s alongwith the attendance sheets, application forms and videography were sent to the CFSL Sec 36 Chandigarh for comparison on 28/4/2011.
On 2/9/2011 letter issued by Director Transport was received at Crime Branch Chandigarh mentioning therein for the registration of the criminal case regarding this Conductor Scam alongwith one sealed parcel was received, the same was opened in the presence of two employees of CTU, after opening, the record was scrutinized and it was found that out of 113 the comparison result of 80 candidates was received, out of 80 candidates, result of 6 candidates is yet to be finalized by CFSL, result of one candidate is pending and result of 73 candidate is conclusive, out of 73 candidates 7 candidates are found to be genuine and 66 candidates are found to be in-genuine.
On 2/9/2011 a Case FIR No 196 Dt. 2/9/2011 U/S 419,420,468,471,120B IPC PS Industrial Area, Chandigarh was registered and regarding the investigation a Special Investigation Team (SIT) was constituted comprising of Insp. Amanjot Singh I/C Crime Branch, Insp Kuldeep Singh EOW, SI Sohan Lal Crime Branch, SI Ashok Kumar Cyber cell, SI Rakesh Kumar Crime Branch, SI Shadi Lal I/C PP/49 headed by Sh. Satbir Singh, DSP/Crime.
During investigation relevant record from CTU and UIAMS, PU, Chandigarh was obtained.
During the course of investigation raids were also conducted in the different Distts of Haryana and the following persons have been arrested in the case :-

Out of these arrested Harpreet and Vijay Shastri are the middle men as Harpreet introduced Anurag with Vijay Shastri and Vijay Shastri further arranged impersonator to appear instead of Anurag in the written examination of CTU Bus Conductors. Vijay Shastri will be produce before the Court today and his Police remand will be obtained to know that in how many cases he arranged impersonators for actual candidates.
During the investigation and the scrutiny of CFSL result it has been revealed that candidates belonging to Distts. Of Ambala, Bhiwani, Panipat, Faridabad, Hissar, Jhajjar, Jind, Kaithal, Sonepat, Karnal, Kurukshetra, Delhi, Mohindergarh, Palwal, Rohtak, Yamuna Nagar, Mohali and Chandigarh are in-genuine.
Few vital clues have come to light during the investigation and investigation is being proceeded keeping in mind those vital clues. More arrests are likely to be made in near future.
