Chandigarh: the 29th January : In exercise of powers conferred under Section 33-A of The Water (Prevention & Control of Pollution) Act, 1974, under Section 31-A of The Air (Prevention & Control of Pollution) Act, 1981 and under Section 5 of Environment (Protection) Act, 1986, Chandigarh Pollution Control Committee (CPCC) has sealed 13 Nos. of Industrial units that were running in the U.T. Chandigarh without prior Consent/Authorisation of CPCC which is required under Section 25 & 26 of The Water (Prevention & Control of Pollution) Act, 1974; under Section 21 of the Air (Prevention & Control of Pollution) Act, 1981 and under Rule 5 of Hazardous Waste (Management, Handling and Transboundary Movement) Rules, 2008 of Environmental (Protection) Act, 1986.
Industrial units are broadly categorized into three categories viz. RED, ORANGE and GREEN in decreasing order of severity of pollution. In this classification, “RED” represents highly polluting industries, “ORANGE” represents moderately polluting industries and “GREEN” represents marginally polluting industries.
Despite of several notices in newspapers and media, the following units falling under Red and Orange categories were discharging their waste water without any necessary treatment and emitting air emissions without any Air Pollution Control Device and were therefore sealed today by CPCC.

CPCC has developed an intelligence unit that collects information regarding violators. Direct Action Week (DAW) will be initiated after Mid of February, 2016 and any unit found running without consent is liable to be sealed and electricity & water supply are liable to be disconnected in addition to prosecution for violations under above said Acts and Rules without any separate intimation/ show-cause notice. According to Member Secretary of CPCC Sh. Danish Ashraf, IAS – “ignorance of law is not any excuse“ and CPCC is determined that Chandigarh must be made less polluted (from all kinds of pollution).
