Chandigarh November 30, 2013. Mr. Satya Pal Jain, Ex-City MP and National Incharge of the Legal and Legislative Cell of the BJP, while accusing the Congress(I) leaders and officials of the Chandigarh Administration of ‘misleading’ the people on the issue of merger of villages into the Municipal Corporation, has asked them to clarify as to whether the elections to be conducted for Panches and Sarpanches on December 15, 2013 would be for a full period of 5 years and whether these Panchayats will complete their full constitutional tenure or will they be dissolved earlier and when?
In a statement issued here, Sh. Jain said that it is surprising that on the one hand a ‘Special Meeting’ of the Municipal Corporation Chandigarh was called on 21st November, 2013 to pass a resolution about the merger of villages in the Municipal Corporation and on the other hand within 8-10 days, the Administration has announced the holding of election to these institutions on December 15, 2013, which is supposed to be for 5 years. He said that if the elections were to be held why was an emergent meeting of the Municipal Corporation called for passing such a resolution and if the elections are held, would not the resolution be rendered invalid?
Mr. Jain said that lakhs of rupees are spent both on the elections as well as on calling the special meetings of the Municipal Corporation and had the Congress leaders and Local Administration acted more honestly and sincerely on the issue either of the two could have been avoided.
Mr. Jain said that the issue whether Village Panchayat should be merged into the corporation or not is a sensitive issue and instead of making it a issue of ‘political gimmick’ of one political party, it would have been better if any decision on this issue is taken by consensus of all concerned, keeping in view the overall development of the city.
Mr. Jain urged the officials of Local Administration and Congress leaders to clarify their stand on this issue and also to explain as to why they are trying to befool the people on this sensitive issue and what will be the fate of those Panches and Sarpanches, whom they are going to elect on December 15, 2013.
