The India Post, Chandigarh, 19th May, 2009 :In order to ensure more transparent and competitive bidding, the Chandigarh Administration will soon commence the process of e-tendering in the Municipal Corporation, Chandigarh Housing Board and all wings of Engineering Department including civil, public health and electrical wings. This was disclosed in the meeting held today under the chairmanship of UT Finance Secretary, Mr. Sanjay Kumar.In the meeting, process of e-procurement system was discussed and a presentation was given on how vendors can upload tenders on website. First, Bidder will do the registration in the tender site using the option available. Then, the Digital Signature registration has to be done with the e-token, after logging into the site. The e-token may be obtained from one of the authorized Certifying Authorities such as SIFY/nCode/TCS. Then bidder would login to the site through the secured log in by giving the password of the e-token and then the user id/ password chosen during registration. The e-token that is registered should be used by the bidder and should not be misused by others. After getting the tender schedules, the bidder will go through them carefully and then submit the documents as asked, otherwise, the bid will be rejected.
It was also proposed in the meeting that a cell, equipped with trained staff, would be made available in every office through which tenders could be uploaded on the website. The facility would be made available in The e-tendering process can be used for selling tenders, receiving bids, evaluating tenders and will include request for proposals (RFPs), quotes, auctions and reverse auctions.
Digital Signature Certificate will be mandatory for the e-submission of the bids online. Like physical documents are signed manually, electronic documents are required to be signed digitally using a Digital Signature Certificate. A digital certificate is presented electronically to sign certain documents digitally and to prove one’s identity.
The exercise is aimed at bringing transparency to affairs of these departments. It eliminates paperwork as people could respond to tender notices online and track status of application.
