To commemorate the golden jubilee celebrations of the Postgraduate Institute of Medical Education and Research, Chandigarh, the Department of Forensic Medicine under the leadership of Professor Dalbir Singh organized the National Symposium of Technological Advancements in Forensic Applications and the 11th National Conference of the Indian Congress of Forensic Medicine and Toxicology on 4 th and 5th January 2013The Lokayukta, Haryana, Mr Justice Pritam Pal was the Chief Guest and Prof TD Dogra, Director General, SGT Group of Institutions, Gurgaon was the Guest of Honour for the inaugural function. . Dr Dalbir Singh welcomed the delegates.
Speaking on the occasion Mr Justice Pritam Pal highlighted the need for technological advancements in forensic medicine and science, as in a number of cases evidence of these two experts plays a very important role in the administration of justice. Prof TD Dogra who is also the President of the Indian Congress of Forensic Medicine and Toxicology delivered his presidential address stressing on the need for integrating various fields of various forensic medicine and science to aid the investigative agencies and the justice delivery system. The
Jagdish Chandra Oration was delivered by Prof Dogra on the theme of “Forensic in Field.” He highlighted the meticulous investigations in the Shopian alleged rape and murder case to illustrate the role of technology and investigation in proper delivery of justice. The oration was followed by invited lectures delivered by various experts in the field like Dr Dalbir Singh ,Prof & Head, dept of Forensic Medicine,PGIMER,Chandigarh (Nano-technology in aid to Thanatology), Prof SK Verma (Forensic Medicine: Demand-Supply Analysis), Dr SK Shukla (Counterfeiting of drugs: a menace to the society), Dr Sanjeev (Role of Forensic Biology in solving crime cases), Prof K Vij (Forensic Diatomology), Dr SK Jain (Speaker Identification and Tape Authentication in Criminal Investigation) and Dr Anupuma Raina (New Variation in old theme of DNA Fingerprinting) and The post-lunch session consisted of free paper presentation wherein research scholars and workers in the field and various faculty members discussed and deliberated on number of forensic issues.
The day concluded with the General Body Meeting of the ICFMT. The second day of the conference began with lectures from various experts. Dr Dasari Harish presented the current status of the computerization of medico-legal reports apropos the recent order of the Hon’ble Punjanb and Haryana High Court in this regard. Dr RK Gorea, Principal, Guru Nanak Mission Medical College, Banga, talked about the importance of bite marks and their role in forensic investigations, Dr SK Dhattarwal of PGIMS also talked about the importance of forensic odontology. Dr. Asha Dhir of CFSL, Chandigarh talked about the empowerment of the security forces through body protective armour. Other topics of interest that were presented included Forensic Document Examination (Sh MC Joshi), Forensic DNA technology in criminal cases (Dr Sunita Verma) and Fingerprinting the Dead (Prof OP Jasuja), Statistical models for estimating the time since death (Prof Suresh Sharma), etc. Research papers were presented by various delegates on topics related to forensic medicine and forensic science and the conference ended with a vote of thanks to the organizers.
