Chandigarh, October 30: To give priority to the cleanliness of the slum areas, the Haryana Chief Minister Mr Manohar Lal today said that the ‘Swatch Haryana Swatch Bharat Abhiyan’ to be launched from November 1, 2014 all across the state would start from slum areas. The Abhiayn would be carried out from November 1 to 7, 2014.
Mr Manohar Lal who was presiding over a meeting of officers of various departments to review the arrangements of this campaign said that the decision to launch this campaign from slum areas has been taken keeping in view that these area needs more cleanliness as compared to other areas.
Mr Manohar Lal said the importance of cleanliness could be gauged from the fact that Prime Minister Mr Narender Modi is giving top most priority to this Abhiyan. He said that it would be a sustained campaign and would be continued in future also. The Chief Minister said that maximum portion of MPLAD fund should be spent on the construction of toilets in school, colleges and slums.
The Chief Minister said that social organizations and Non-Government organizations would be involved in this campaign so as to ensure wider coverage of this campaign. Apart from this, they would also rope in Corporate Sector for this campaign which could adopt certain colonies for cleanliness and their upkeep. He also directed the officers to ensure proper monitoring of cleanliness drive on all seven days and seek report from the concerned in this regard. He said that those keen to become a part of this campaign should be given badges of ‘Swachta Doot’. Apart from this, proper awareness should be created among the people about the Abhiyan through advertisements in print as well as in electronic media.
Mr Manohar Lal said that during the campaign, special emphasis should be given on the disposal of collected garbage. He said that the garbage should either be put into the pit and efforts should be made to utilize it as manure.
The Chief Minister was apprised that all the Deputy Commissioners has been directed through video conferencing to mobilize all the Non Government Organizations (NGOs), Self Help Groups, Panchayati Raj Institutions (PRIs) for their involvement in this campaign. He was informed that there was a target to construct 26 lakh individual toilets in the State under the Nirmal Bharat Abhiyan out of which 22 lakh such toilets has been constructed. Hundred per cent individual toilets are to be constructed by 2019 under the scheme.
He was briefed that similarly for Urban Areas, all the Municipal Commissioners has been directed to identify slums in their respective areas which were to be covered under the campaign. Apart from this, 50 photographs of each area would be taken during the camping so as to see the impact before and after the campaign. For this, Chief Administrator, Haryana Urban Development Authority (HUDA) has convened a meeting of all Superintendent Engineers (SEs) of the Department.
Haryana Chief Secretary Mrs Shakuntala Jakhu, Principal Secretary to Chief Minister Mr. Sanjeev Kaushal, Additional Principal Secretaries namely Mrs Sumita Misra and Mr Rakesh Gupta, OSD Mr Jawahar Yadav, Additional Chief Secretary Development and Panchayats Department Mr Ram Niwas, Principal Secretary Town and Country Planning Department, Mr T. C. Gupta and other senior officers of various departments were also present in the meeting.
