13 Sep : The norms of Sarva Shiksha Abhiyan (SSA), the government’s flagship programme for universalisation of elementary education, will be changed soon to make it compatible with the provisions of Right to Education Act.
The HRD Ministry has set up a committee to suggest follow up action to harmonise the SSA vision, strategies and norms with the mandate of recently passed Right of Children to Free and Compulsory Education bill which entitles children in the 6-14 years age group to free and compulsory education.
The committee, headed by former education secretary Anil Bordia, comprises 18 members and will submit its report by November.
“The new Act lays down standards for infrastructure, teacher-student ratio and academic responsibilities of teachers. It also lays down principles for teaching and learning procedure. The SSA’s norms are not in conformity with the Act. This committee will suggest changes to be done to the SSA norms,” a senior HRD official said.
The RTE Act also says that private schools in the neighbourhood will reserve 25 per cent of seats for children from marginalised sections.
The committee will propose strategies for recognition of schools and mechanism for implementing the 25 per cent admission of children from weaker sections in private unaided schools.
