CHANDIGARH, 13 July 2011 — Over 2000 delegates from over 50 countries attended the 2011 International Congress of the International Institute of Administrative Sciences (IIAS), Belgium, organized at Lausanne, Switzerland, in cooperation with the Institut des Hautes Etudes en Administration Publique (IDHEAP) from 4-8 July 2011 on the theme global problems and national regulations: challenges to regulatory strategies. The event was attended by world’s top administrators, politicians, policy makers besides academicians. Dr. (Mrs.) Jyoti Rattan, Assistant Professor in Law, Department of Laws, and Dr. Vijay Rattan, Professor of Public Administration, both from Panjab University, Chandigarh, have just returned after presenting their paper at the International Congress on the topic “A Critical Analysis of Administration of Information Technology Regulatory Authorities in India: International and National Legal Prespective.”
They have brought honour for the fourth time to the University and the City beautiful at the international level as their research paper was selected from among global entries at such meets organized by the International Institute of Administrative Sciences (IIAS), which is world’s topmost body in the field of Administrative Sciences having a consultative status with the United Nations.
Dr. (Mrs.) Jyoti Rattan, is a topper in Law and a Gold Medalist in LL.M, M.Sc. in Chemistry, with her Ph.D. in the area of International Law. She has written three books, several research articles on inter-disciplinary Law and Administrative issues in reputed journals, presented papers and won awards at various national and international Conferences including the 91st Indian Science Congress.
Whereas, Dr. Vijay Rattan, also a Consultant to the United Nations, specializes in E-governance and Information Technology, besides Development Policy and Administration, Gender and Women Empowerment issues and has presented a number of research papers at the national and international conferences abroad. He took part as a United Nations invited Expert in the World Civic Forum 2009, organized by the United Nations Department of Economic and Social Affairs (UNDESA), New York, in Seoul, South Korea 2009; and in the 7th Global Forum on Reinventing Government: Building Trust in Government, organized by the United Nations Department of Economic and Social Affairs (UNDESA), New York, at the United Nations Headquarters, in Vienna, Austria, 2007.
