By Anuj Bhalla,CHANDIGARH– March 29, 2012: The Centre for Human Rights and Duties, University Institute of Emerging Areas in Social Sciences, organized a distinguished lecture at P.U. Campus here today. The lecture was delivered by an eminent social scientist of worldwide repute, Dr. Bhupinder S. Brar who is a Professor of Political Science and Dean University Instructions, Panjab University.
While elaborating his views on the theme ‘Investigating Globalization’, Professor gave a lucid account of the developments that led to the onset of globalization process in the world. Referring to the enormous popularity of the term, he emphasized that there exists an increasing tendency among analysts to say that globalization is not new. Irrespective of that he said that propelling force behind globalization is technology which plays a significant role in integrating the world. He made use of a concentric model to explain how state controls over locality and region are reduced to facilitate their integration with the globe. As a result, localities and regions no more look at state systems for sustenance.
Keeping alive the interest of the audience, Professor Brar brought in many anecdotes from the rural and semi urban Punjab to put across his views on Globalization- a mix of global and local. According to him, inevitability of globalization is not due to desirability but because of conditions imposed by the World Bank, IMF and WTO for ensuring smooth flow of global trade. He opined that global integration is conducive to promoting human rights but unequal process of integration of local and regional with the global violates human rights.
