CHANDIGARH, May 27 : Judicial system should ensure justice according to the law of the land and also respect the customary norms of the society. This recommendation emerged in a dialogue of judges, lawyers and educationists organised jointly by Haryana State Higher Education Council and Dr. BR Ambedkar National Law University, Sonipat at Haryana Niwas, Chandigarh.
One of the recommendations is that every student passing out from the University should be equally fluent in drafting and speaking in English & Hindi. This will enable the lawyers to create better communication between the seekers of justice and the judicial system.
It was also suggested that emerging areas of litigation like cyber law and international business law should be given adequate emphasis in the teachings. Participants also were of the view that Dr. BR Ambedkar be projected as a role model for the students of law as he was not only a learned scholar of law but he provided social, cultural and political roadmap to the emerging nation.
The group also recommended to the Vice Chancellor Prof. Vinay Kapoor that fee structure should be such that no student be deprived of studies due to lack of funds. It was also suggested that efforts should be made to recruit more students from rural areas so that the district and lower courts be also benefited. Justice BB Prasoon, retired High Court judge was of the view that the traditional system of justice in ancient India be also taught to the students of law. Justice Jasbir Singh, Chairperson, State Consumer Disputes Redressal Commission, Chandigarh while agreeing to Justice Prasoon’s opinion said that exposure to customary laws of the society may also be included in the syllabus in the form of case studies. Shri Baldev Mahajan, Advocate General, Haryana said that the this university must cater to the needs of Haryana and laws that are specific to this state must be included in the syllabus. Prof. BK Kuthiala, Chairperson Haryana Higher Education Council said that the new law university of Haryana will follow the norms as prescribed by the Bar Council of India but will make its teaching more relevant to the emerging needs of the Indian society and to the Indian system of justice. Prof. Vinay Kapoor told that this was the second brain storming, first held at Sonipat and third will be held at Delhi soon. She also informed that a brain storming session with the final year students of law of various universities will also be held. Shri Madan Lal, Registrar of The University informed that the admission to five year Law course will be held from this academic session through CLAT. Prof. Raina former VC of Himachal Law University was of the opinion that this new university should plan for making a distinguished brand for itself right from the beginning.
