Bhopal : Year 2013 may turn out as harbinger of joy for Adhyapaks and Samvida Shikshaks (contractual teachers). Chief Minister Shri Shivraj Singh Chouhan will convene a convention of Adhyapaks and contractual teachers on January 10, 2013. Giving this information here today, School Education Minister Smt. Archana Chitnis informed that preparations for the convention have been started at administrative level.
Smt. Chitnis informed that besides office-bearers of organisations of Adhyapaks and contractual teachers, representatives chosen by teachers will also be invited from districts. She informed that the Chief Minister will hold open discussions with Adhyapaks and contractual teachers and will also make announcements for resolving their problems. She said that State Government has always remained sensitive towards interest of both these cadres.
Smt. Chitnis informed that with effect from November 1, 2012, the State Government is providing monthly emoluments worth Rs. 17 thousand each to senior Adhyapaks, Rs. 13 thousand 406 to Adhyapaks and Rs. 10 thousand 450 to assistant Adhyapaks. Similarly, the State Government has made 100 percent increase in monthly honorarium of contractual teachers. A contractual teacher class-1 is getting Rs. 9 thousand per month against Rs. 4,500 per month in the year 2011, class-II Rs. 7 thousand against Rs. 3,500 per month and class-III contractual teachers are now getting Rs. 5000 against Rs. 2,500 per month. Not only this, a decision has been taken to give benefit of increment after 12 and 24 years to Adhyapak cadre. They have also been included in contributory pension plan under which amount equivalent to 10 percent of their basic pay and dearness allowance is borne by the State Government. It causing annual burden of Rs. 150 crore to the State Exchequer.
The School Education Minister informed that the government is taking more initiatives to improve service conditions of these cadres. Arrangement has been made for appointment on compassionate ground to a kin of an Adhyapak’s sudden death. If his or her dependents do not possess academic qualifications then Rs. one lakh lump sum assistance will be given. Adhypaks have been made eligible for holidays at par with government teachers. Shikshakarmi grade-3 (laboratory) and contractual school teacher grade-3 (laboratory) have been exempted from teaching-training qualification for appointment in Adhyapak cadre. She informed that like government teachers, disabled Adhyapaks are also being provided Rs. 250 per month vehicle allowance each. One-time exemption for appointment in Adhyapak cadre has been given to contractual teachers appointed under Rules 2001 and Amended Rules 2003, who acquire B Ed qualification under Teachers Training Scheme. Not only this, it has also been decided to give ex-gratia amounts like Adhyapak cadre to contractual teachers.
Smt. Chitnis said that the State Government has also accorded an honourable status to Shikshakarmis and contractual school teachers by merging them into Adhyapak cadre. Green card holders are being given benefit of two advance increments. She informed that decision on giving dearness allowance to Adhyapak cadre at par with State Government employees has already been taken. Since the year 2005, a policy has been formulated for merger meaning thereby transfer on mutual consent basis for the benefit of women and disabled women Shikshakarmis. Since the year 2008, this policy has also covered Adhyapak grade.
