Actually, The Public Grievances Commission (PGC) was set up with the prior approval of the Central Government, Ministry of Home Affairs. The Delhi Government established the Public Grievances Commission to provide a forum to redress problems the public encounter in dealing with the departments of the Govt. of NCT of Delhi.
The Public Grievances Commission is an additional forum where the public can lodge their grievances. I was promoted to Technician ‘G’ as on 01-07-2012. Technician ‘G’ grade is bearing a grade pay of Rs 4,600/- in the pay Band of Rs 9,300-34,800/- as per the VIthcentral pay commission’s calculation on entry pay. In the revised pay structure appointed on or after 01-01-2006 is assuring a minimum pay in the Pay Band as Rs 12,540. Due to my experience and increments already obtained in the Technician ‘F’ grade, I may be eligible for more Basic Pay in addition to the pay in the Pay Band at Rs 12,540/-. It is a well settled principle of law that same grade of a post/appointment cannot bear two Pays in the same Pay Band. Hence irrespective of my earlier status I should have been fixed at Rs. 12,540/- as pay in the Pay Band on the selection to the Technician ‘G’ grade with Rs 4,600/- grade Pay. Hence the fixation done alone is referred. The Letter is not correct and must be corrected w.r.t. the VIth CPC recommendation and calculation. While the VIth CPC is assuring Rs 12,540/- as the minimum Pay in the Pay Band concern for the GP as Rs 4,600 having fixed below this (Rs 12,540/-) is only a non application of mind. Hence I humbly request you to refer the matter to the competent authorities to enforce the VIth CPC recommendation in my matter.
