Lucknow : Chief Judicial Magistrate, Lucknow Rajesh Upadhyay today reserved his orders in two different cases filed by Social activist Nutan Thakur related with age-row of Uma Shankar, Director, Rural Engineering Department (RED) and gross irregularities to the tune of Rs. 1401.37 crore in RED Department. In the first case, based on a report by Hari Shankar Pandey, Special Secretary, RED, Thakur has alleged that Uma Shankar got his service records vanished and thus his age got reduced by six years with change of his Date of Birth from 25 October 1951 to 25 October 1957.
On the basis of these facts, Nutan asked for FIR regarding improper change in DOB related documents, vanishing of the service records and government files, making of false documents, and getting unlawful gain of six years government service.
In the second case, Thakur based herself on a CAG report related with RED for the years 2007-12 which presents a very large number of abject anomalies which prima-facie come in the category of criminal offence. As per CAG, it undertook verification of 25% of total work and found an irregularity worth nearly Rs 1401.37 crore.
CAG report says that during this period all the standards, rules and regulations were badly flouted and thus huge financial irregularities were done resulting in heavy loss of government exchequer. In most cases, the tender rules were flouted and many irregularities were found during physical verifications. At many places contracts were awarded on the basis of fraudulent Security Deposits.
In both these cases, Thakur had presented her FIR to the CJM after Gomti Nagar police station and SSP Lucknow did not register the cases.
