Bhopal:Monday, October 18 : Two-day workshop has been organised at Bhopal from October 19 to discuss the procedure to make available home to the poor and homeless under Chief Minister Rural Housing Mission. This workshop will be held at the Academy of Administration. Divisional Commissioners, Collectors of several districts and Chief Executive Officers of the District Panchayats will attend the workshop.
One of the 70 pledges took during the special session of the Vidhan Sabha was to provide houses to the rural poor and homeless and who are living in dilapidated houses. To fulfill this pledge, Rural Housing Mission has been constituted under Panchayat and Rural Development Department. The aim of this Mission is to make available house to the rural poor, and houseless labourers who are living below poverty line (BPL) and to those who are living in dilapidated houses. Under this Mission, houses will be made available to those beneficiaries who are not covered under Indira Awas Yojna.
Under the Chief Minister Rural Housing Mission the eligible beneficiary will be provided with bank loan and subsidy. According to the scheme, the beneficiary will be given a bank loan of Rs 60000. Out of this, fifty per cent (Rs 30000) will be loan and the remaining amount will be subsidy. The beneficiary will have to add Rs 10 thousand as labour cost or from his own source. The total expected cost of the house will be Rs 70 thousand. The beneficiary will have to pay 9 per cent interest on the loan. The loan will be repaid at the monthly installment of Rs 325 for 15 years. The house will also be insured. The house will be constructed at the own land of the beneficiary, or, if he is landless, on the government land. Ownership of the land will be given to the beneficiary.
Under the Mission, drinking water, road and other facilities will be provided under the projects of the rural development department. The target of the Mission is to provide houses as per demand till the year 2013, allotting and giving ownership of plots of 600 to 900 sq feet, and construction of house with carpet area of 225 to 250 sq feet.
Madhya Pradesh Road Development Authority has been made nodal agency for implementing the works under the Mission. As a pilot project, 50 beneficiaries and plots have been selected and future plans have been prepared in each district for construction of houses for them. The Mission has been given Rs 50 crore initially for construction of houses.
National Seminar: The two-day national workshop has been organised for discussion of constructing of good houses with less cost. The workshop will discuss the following points:
Impartial and transparent selection of the beneficiaries; availability of land for construction of houses; allotment and providing ownership; efforts for system of rural housing funds, alternative for bank loan and repayment time limit, linkage of sources of income of the beneficiary; different designs for construction of houses etc.
