About 23 thousand Panchayat Sachivs in the state will now be the employees of the district administration. A notification to this effect has been published in the State Gazette after a decision was taken by the State Government. The service conditions of Panchayat Sachivs have been implemented due to the special initiative by Chief Minister Shri Shivraj Singh Chouhan and Panchayat, Rural Development and Social Justice Minister Shri Gopal Bhargava.
Shri Bhargava said that it is for the first time in the history of the state’s panchayati raj system that service conditions have been implemented for Panchayat Sachivs after placing them in a separate cadre. After this, transfers of Panchayat Sachivs can be made within the district and effective review of Panchayats’ function can be undertaken.
According to the service conditions, a committee has been set up under the chairmanship of Zila Panchayat’s CEO for merging Panchayat Sachivs in the district cadre. Its members will include a gazetted officer nominated by the collector and a scheduled caste/scheduled tribe gazetted officer while the CEO will be the committee’s member-secretary. Those Panchayat Sachivs will be included in the district cadre whose appointment is non-controversial. Those Panchayat Sachivs will not be considered for merger into the district cadre against who cases of indiscipline are pending. A Panchayat Sachiv included in the district cadre will have to acquire efficiency in handling computer within three years and will also have to undergo training.
Reservation rules will be followed in the appointment of new Panchayat Sachivs by Gram Panchayat. For this objective, a committee will be formed under the chairmanship of Zila Panchayat’s CEO to prepare a list of vacant posts as well the posts which are going to fall vacant. Advertisements will be published in newspapers for recruitment. Passage of higher secondary exam will be the minimum qualification for Panchayat Sachiv’s post. A certificate of computer training from a government-recognised institute will also be a requisite.
The pay scale of Panchayat Sachiv will be 2200-3700 while conveyance allowance has been fixed at Rs 260. After implementation of the new service conditions, Panchayat Sachiv will be entitled for 13 casual leaves a year, which will be sanctioned by the Gram Panchayat concerned. The authority of sanctioning earned leave will rest with Janpad Panchaya CEO. The confidential report of Panchayat Sachivs will prepared as per government rules.
