Chandigarh March 30 – In a bid to register maximum number of realtors in Gurgaon as per the requirement of the Haryana Regulation of Property Dealers and Consultants Rules 2005, a unique programme under Public- Private- Partnership (PPP) model has been launched in the district where the district administration, Real Estate Development Council ( REDCO), Haryana Tourism and Haryana Tourism Mart are partners. They have jointly organized a month long licensing and enrollment camp at Community Center of DLF Phase- I which was formally inaugurated by the Deputy Commissioner Rajender Kataria today.
Addressing on the occasion, Mr Kataria said that organization of a month long camp is an initiative to facilitate the realtors in getting them registered with the district administration without facing any harassment at the hands of babus in government offices. REDCO would receive the applications for registration and after completing the formalities, the applicant would get his registration certificate or license within a day or two from there itself. He said that the property dealers, real estate agents, developers, builders, developer companies, organizations and property consultants need to get themselves registered with the district authorities after the promulgation of Haryana Regulation of Property Dealers and Consultants Rules 2005 in Haryana.
In the camp, the property dealers or developers would also be enrolled for a three weeks certification course to be organized by Haryana Institute of Public Administration (HIPA) Sector 18 Gurgaon, Human Settlement Management Institute (HSMI) and REDCO jointly. The realtors would be told about various types of regulations, rules, bye laws, Stamp Act, Registration Act, minimum defined conduct and ethics, professional practices and other legal provisions related to sale and purchase of property along with subjects like Vastu- Facts and Myth which will help the realtors in their day-to-day business. After the completion of the course the participants will be issued certificates. Mr Kataria claimed that such novel initiative has been taken for the first time in Gurgaon in the state.
According to Mr Kataria, third component of the camp would be to give counseling to probable buyers because a number of poor people fall prey to illegal colonizers and by the time action is taken, the culprits succeed in fleeing away with the hard earned money of the buyers who are left in lurch because of their ignorance. He said that he would like that REDCO should have a 24x 7 service to provide counseling to the prospective buyers so that image of Gurgaon emerges as a safe city and people are saved from being cheated. He said that till now about 38 property dealers have been registered in Gurgaon and the names of all of them have been uploaded on the official website of the district administration without taking any charges. Mr Kataria appealed the realtors to deal with only those property consultants who are registered with the district authorities.
Earlier, Honorary secretary of REDCO Col. Prithvi Nath said that fee for the certification course is Rs 9999. He said that for enrolling with REDCO, charges of Rs 1000 from individuals and Rs 5000 from Companies will be charged. The charges for obtaining license as registered property consultant are Rs 50,000 for developer company whereas Rs 25000 for individual property dealer. He referred to a survey report and said that Gurgaon is adjudged best in housing. The president of REDCO Arun Anand said that the registration of realtors will help them in working in ethical manner so that there is no heartburning between buyer and seller.
