Chandigarh, May 24– Director General, Women and Child Development Department, Mrs Sumita Misra, has directed all Deputy Commissioners in the State to recruit staff for the District Child Protection Units (DCPUs), set up under the Centrally sponsored Integrated Child Protection Scheme (ICPS), and make them functional by June 30, 2012.
In her written communication addressed to all Deputy Commissioners individually, she said ,“All appointment letters should be issued to the appointees positively by June 30, 2012. I urge you to look into the matter personally and ensure that the DCPU is made fully functional and staffed by the end of June, 2012.”. The ICPS which contributes to the improvement and well being of children in difficult circumstances as well as reduces vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandon and separation of children, was launched in Haryana on April 9, 2012. With a view to ensuring delivery, the ICPS has been implemented in the Mission Mode under which DCPUs are being set up in each district to coordinate and implement all child rights and protection activities.
To facilitate their formation, amended qualifications and experience, including age criteria, for recruitment of staff, including one District Child Protection Officer (DCPO), one Protection Officer (Institutional Care), one Protection officer (Non Institutional Care), one Legal-cum- Probation Officer, one Counselor, two Social Workers, an Accountant, one Data Analyst, an Assistant-cum-Data Entry Operator, two Outreach Workers under DCPS have already been notified.
Mrs Mishra pointed out that after interviews,partial recruitment has already been done in 14 districts of Mewat, Bhiwani, Sonepat, Kurukshetra, Panchkula, Gurgaon, Rohtak, Jhajjar, Hissar, Fatehabad, Karnal, Jind,Sirsa and Yamunangar. While in some districts of Ambala, Rewari and Panipat, interviews have been conducted, the process of recruitment for the above mentioned posts under DCPU is yet to be initiated in Kaithal, Faridabad, Narnaul and Palwal, she added.
While stressing the urgency of the matter, she said that the matter is being closely monitored by the Supreme Court of India and the state government has to file the latest progress report on a regular basis before the Supreme Court. “It is also imperative that we ensure that children in conflict with law and children in need of care and protection are attended to as per the provisions of scheme ”, she added.
