CHANDIGARH–May 4, 2008: The Panjab University Syndicate held an emergency meeting here today to assess the law and order situation on the University Campus and to adopt measures to curb violence. The Syndicate unanimously accepted the recommendations of the Committee constituted by the Vice-Chancellor and authorized him to take action. The following are the recommendations of the Committee:1.Students of the Campus, who have been identified in the F.I..R., should besuspended immediately till further orders, their entry into the Campus should be banned with immediate effect and they should be expelled from the University Hostels.2.The students who belong to the affiliated Colleges of the Panjab University, whose names have been identified in the F.I.R., same action as has been prescribed for Campus students, should be imposed by the Principals of the respective Colleges.
3.The students who have been identified in the F.I.R., should be fined at least Rs.10,000/- to Rs.25,000/- in accordance with the gravity of their offence.
4.A High Powered Disciplinary Standing Committee should be constituted by the University to resolve such incidents and give its recommendations within one month’s time.
5.The parents of the identified students should be informed immediately and they should be asked to give an undertaking on an Affidavit with regard to the good conduct of their wards.
6.All the CCTV Cameras installed on the University Campus should be inspected once in fifteen days and the recordings (weekly) should be reviewed and the information should be given to the Security Officer. The recordings of the cameras should be preserved for at least one month.
7.The boundary wall of the University close to U.I.P.S., U.I.L.S., Boys Hostels 6, 7 should be strengthened immediately.
8.The Committee strongly felt for the need of the Student Counselling Cell, which should periodically undertake organizing lectures, motivation, brotherhood feeling amongst the community by renowned persons. The Cell should get the Student Council involved in such activities.
Earlier in the day an emergent meeting of the Committee constituted by the Vice-Chancellor to assess the law and order situation on the Campus and to make recommendations regarding measures to be taken to curb the violence was held in the Committee Room of the Vice-Chancellor. Those who attended the meeting included Fellows, senior Police Officers from Chandigarh Administration, Deans, Senior Officers of the University, Senior Faculty Members, Principals and representatives of Principals of Local Colleges and students representatives.
It was deliberated that a section of the Press had wrongly reported certain facts which should be clarified. The University authorities had no information or intelligence reports as reported in a section of the press.
The University is not spending Rupees Five lakhs per month on Private security. The authorities also denied a report in the section of the press that 100 security persons are deployed. As a matter of fact only 33 persons keep a vigil in every shift instead of 100 as wrongly reported.
