EMOTIONAL QUOTIENT TESTS AND GOOD GOVERNANCE
Democracy demands efficient, clean and good governance so as to materialise Government for the People, by the People and of the People. For the sake of governance by people it is direly needed that the persons on Public Posts in democracy are having temperament and emotions with democratic ideals.
Government conducts written tests for some public posts but there are no such tests for such key posts like Ministers, High Court Judges, and Posts in Various Commissions, Committees, and Boards etc. Persons possessing loyalty to party in power are picked and selected for these posts. This “pick and choose” theory ultimately costs functioning of Health Democracy and the governance by People are thrashed to breathe last as evidenced in India.
In February 2009, 26 ministers of the Madhya Pradesh Government underwent Emotional Quotient test at a workshop organised by School of Good Governance and Policy Analysis. Unfortunately most of the ministers performed below par. The test sought to measure the response of the participants in the areas of “Trust, Integrity, Emotional Expression, Interpersonal Connection, Intentionality, Compassion and Outlook among others. People lacking the requisite qualifications required to meet the public expectations have no right to remain on such key Public Posts whatever their stature may be in the Political Party because Citizens have not bonded themselves to any political party.
Therefore you are requested to please arrange conduct of EQ tests upon the aspirants for all public posts like Ministers, High Court Judges, Posts in Various Commissions, Committees, and Boards etc. where the appointment is to be made neither through selection by written tests nor by election by general public for the good of Republic of India.
